The City of Sugar Land is seeking a full-time Advanced Metering Infrastructure Operations Manager in the Public Works Department.

Summary of Duties

The ideal candidate must be extremely organized and able to coordinate the City’s Advanced Metering Infrastructure System with professionalism and strong communication skills. In addition, the ideal candidate must maintain a working knowledge of data analytics, project management and effective problem-solving. Strong attention to detail and ability to work in a fast-paced environment is critical for success in the role, as are high levels of accuracy, timeliness and dependability.

We are looking for someone who can provide technical support, oversight, and data analysis on all metering software, hardware, and infrastructure. As an AMI Operations Manager, you will:
  • Provide leadership and oversight for the Field Staff within the Division. Oversee division performance measures, internet pages, strategic projects, and other initiatives.
  • Provide direction and supervision to division staff including but not limited to defining duties and responsibilities to fulfill established service level expectations and division goals and objectives. Responsible for the hiring, development, training, and discipline (as needed) of division personnel, as well as the completion of annual performance plans and evaluations. Ensure all staff fully understand their roles and responsibilities within the organization; provide constructive feedback and coaching as needed. Objectively document performance issues and address concerns in a prompt and professional manner.
  • Responsible for training field staff on proper meter operations ensuring safe practices are observed and quality control measure are followed. Responsible for efficient utilization of division staff to achieve maximum productivity, ensure excellent customer satisfaction and sound financial stewardship.
  • Works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and City's mission, vision and values. Applies process improvement and quality management principles to assigned areas of responsibility.
  • Manages the AMI vendor. Holds the AMI vendor to the negotiated performance requirements and service level agreements.
  • Reviews AMI vendor plans and specifications, conducts field, on-site and materials inspections.
  • Develops user manuals and assists in the development of training materials. Provides guidance, instruction and training for all employees in the division on various device-related systems and AMI.
  • Oversees physical asset inventory. Monitors levels across systems and resolves inaccuracies to guarantee available stock for changing demands.
  • Interacts with the public and maintains positive public relations in all facets of the AMI program and vendor services. Address resident complaints in a courteous and efficient manner
  • Participates in the budget and planning process on purchases of new AMI devices, water meters, and hardware used in conjunction with existing or new software.

Minimum Qualifications

Formal Education:

  • Bachelor's Degree in Business Administration, Public Administration, Civil Engineering, Applied Science, or related field from an accredited college or university required.

Relatable Work Experience:

  • Two (2) years of experience with meter operations required.
  • Experience with asset management software and project management is preferred.
  • Municipal government experience preferred.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Training (License and/or Certification):

  • Valid Texas Class “C” Driver License
