Position Description

Develops, designs and organizes multi-protocol networks; installs and configures network components, peripherals, software and related equipment; configures as necessary to ensure communication between components; evaluates, implements and maintains remote network access; participates in the implementation of data communications system changes and upgrades and documents network configurations.

Will take the lead role in network projects; substitute for the IT Infrastructure Manager; supervise junior network technicians in the troubleshooting and/or project completion process.

Troubleshoots and maintains integrity of the networks and all hardware, software, peripherals and other components; analyzes network loads and makes adjustments as necessary to eliminate network congestion and optimize operations; troubleshoots and diagnoses

malfunctions and problems and repairs as appropriate; performs routine maintenance of network equipment; checks and maintains all connections, switches, routers, hubs and cables; conducts backups and restorations of network data and systems.

Monitors and maintains network security; installs firewalls and other security hardware and software; configures network to ensure integrity; conducts tests to identify and repair potential holes in network security.

Assists with purchasing and acquisition for network components and services; contact vendors regarding new technology; prepares specifications and bid documents; participates in the review and evaluation of competitive bids.

Assists IT Infrastructure Manager with short-term and long-term planning for network operations; works with end-users to understand utilization and networking needs.

Recommends alterations and future enhancements of data communication system to meet changing and expanding user needs and researches new technologies.

Assists with the development of policies, procedures and standards pertaining to network operations.

Receives, prepares and processes a variety of reports, correspondence, inventories and other documentation as necessary to carry out job responsibilities and comply with departmental or city procedures.

Participates in/on a variety of meetings, conferences, training sessions and/or other related groups in order to receive and convey information.

Uses, carries and answers their cell phone for business purposes as determined by the assigned job duties and the department head.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Eight years of professional experience in data communications, networking, troubleshooting and repair; OR four years of professional experience in data communications, networking, troubleshooting and repair, supplemented by the necessary years of education/technical training in data communications from a college or other accredited institution for a total of eight years of education, training and/or experience.

LICENSING AND CERTIFICATIONS:

Valid Tennessee Driver's License

Cisco Certified Network Expert (CCNE) or able to obtain it within 6 months of employment.

KNOWLEDGE AND SKILLS:

● Ability to determine, define and analyze problem definitions, requirements, and propose solutions;

● Ability to configure, test, and troubleshoot network equipment;

● Ability to work in a team-based environment;

● A complete understanding of OSI model;

● Expert knowledge of network protocols;

● Expert knowledge of network design;

● Ability to communicate effectively verbally and in writing;

● Ability to problem solve and think logically;

● Ability to be a team player who is self-organized, self-disciplined, and eager to constantly improve themselves and team processes for efficiency and progress.

● Ability to adapt to a politically charged and changing environment.

PHYSICAL DEMANDS:

Positions in this class typically require fingering, grasping, talking, hearing, seeing and repetitive motions.

WORK ENVIRONMENT:

Open office space, sitting/standing, walking, talking, writing, typing.

SPECIAL REQUIREMENTS:

Must obtain and maintain CJIS certification

All employees must maintain a Tennessee residency from the date of hire.
