BASIC FUNCTION:
Under the direction of the area administrator, the Network and Communications Specialist will provide leadership and expertise to the design and implementation of the highly technical network and communication infrastructure of the District.

Equivalent to an associate degree from an accredited institution in telecommunications or a closely related field and three (3) years of telecommunications and cabling infrastructure experience.

Technical knowledge of industry standards for designing, engineering, installing, maintaining, and testing outside and inside cable and fiber installations (BICSI, EIA/TIA, IEEE, ISO, AMP, and Corning). A working knowledge of: PBX, and KSU systems; digital, VoIP, analog, emergency phones, audio visual systems, security systems and network and communication wiring schemes.
ABILITY TO:

Duties and Responsibilities:
REPRESENTATIVE DUTIES:
1. Collaborates in the design and implementation of the highly specialized and complex communication/cabling systems required to provide connectivity to Riverside Community College Districts existing, new and renovated building projects while maintaining budget constraints.
2. Acts as technical liaison during pre-bid job site visits, pre-constructions meetings, and construction progress meetings.
3. Conducts the review of blueprints, design documents, bid specifications and engineering documents relating to various systems.
4. Leadership role in daily communications with architects, construction team, Information Technology/Audio Visual contractors, electrical contractors, and security contractors.
5. Facilitates infield inspections and decisions regarding cable plant, telephony, distribution frame layouts, and cable pathway.
6. Participates in the selection of planning and design consultants.
7. Evaluates and monitors technical aspects of the budget for District projects.
8. Makes recommendations to management regarding improvements and efficiencies within the network and communications systems.
9. Directs the District cabling contractor to ensure all cabling projects are performed to industry standard.
10. Responsible for the configuration and installation of the District's PBX, VoIP, voicemail, and automated attendant systems, including, but is not limited to, moves, adds, changes and least cost routing.
11. In conjunction with factory trained technicians and in accordance with factory approved methodologies, is responsible for the installation and configuration of hardware and software on the District's central PBX equipment.
12. Review and approve monthly communications charges for all District services.
13. Participates in District-provided in-service training programs.
14. Maintains a friendly, supportive atmosphere for students, staff, faculty, and the public.
15. Performs other duties, related to the position, as assigned.

CONDITIONS OF EMPLOYMENT:
SALARY: Salary grades consist of nine steps. A new employee is normally placed on Step 1 of the grade. Changes in step placement take place on the first day of the first month following the anniversary date of attaining permanent classified employee status until the maximum of the grade is reached.
HOLIDAYS: There are 13 holidays observed each year. A pro-rata reduction will be made for employees working less than full-time and less than twelve months.
VACATION: Employees are granted 12 days of vacation per year through the first five years of service to the District; 15 days after completion of five continuous years of service to the District; 20 days after completion of ten continuous years of service to the District; and 22 days after completion of 15 continuous years of service to the District. This computation is based on full-time, twelve-month employment. A pro-rata reduction will be made for employees working less than full-time and less than twelve months.
SICK LEAVE: One day of sick leave for each month of service is granted. This is based on full-time, twelve-month
employment. A pro-rata reduction will be made for employees working less than full-time and less than twelve
months. There is no limit to the number of days of sick leave which may be accrued.
FRINGE BENEFITS: The college provides a health and welfare benefit package for employees and legal qualifying dependents. Those employees working less than full-time and less than twelve months will receive a pro-rata share of the benefit package. The dollar value of the package is a subject of negotiation between the District and the Bargaining Unit. Employees working less than 20 hours per week are not eligible for this benefit package.
The work location and assignment within a job classification is determined by the District and may be subject to change.
