Position Purpose
The Utility Metering Technician supports Dartmouth’s Engineering and Utilities Department in the maintenance of the Campus’s utility metering infrastructure. The Technician must be proficient, or can quickly learn proficiency, in all aspects of the installation, maintenance, and repair of electric, chilled water, hot water, and steam condensate utility meters. The Technician’s duties include installing, programming, troubleshooting, and maintaining electrical and electronic meter components, liquid flow monitoring devices, and temperature sensors. The Technician is also responsible for coordinating, troubleshooting, and maintaining meter communication with Dartmouth’s Campus Energy Management System (CEMS).

Required Qualifications - Skills, Knowledge and Abilities
  • Technical school graduate or equivalent education and experience.
  • Two years of relevant experience.
  • Mechanical aptitude and computer skills, with knowledge of all aspects of Windows Operating System
  • Aptitude with Microsoft Excel, Outlook, and OneNote.
  • Proficiency, or willingness to gain proficiency, with software related to meter setup, configuration, and maintenance.
  • Skill in maintenance and repair procedures, including preventative maintenance, troubleshooting and repair, construction, and installation of electronic, electrical, and mechanical control systems.
  • Must have the ability to follow complex written and oral assignments and communicate effectively.
  • Must be able to work independently under minimal supervision, exercise sound judgement, and have excellent problem-solving skills.
  • Must successfully complete and remain certified and compliant in all safety or trades related course work as may be required by the College.
  • Must have a valid driver’s license and be qualified under the terms of the Dartmouth College Driver Safety and Motor Vehicle Policy.

Preferred Qualifications
  • NH Electrician’s License preferred.
  • Solid understanding of device communications protocols including BACnet MSTP, BACnet IP, Modbus RTU, and Modbus TCP communications protocols.
  • Ability to troubleshoot basic network communications issues.
  • Familiarity with Honeywell EBI and Johnson Metasys building automation systems.
  • Familiarity with temporary and permanent water and steam condensate flow-monitoring devices, including electro-magnetic and ultrasonic flow monitoring equipment.
  • Familiarity with Schneider Electric, Electro Industries, Flexim, Panametrics/Baker-Hughes, Central Station Steam, and Niagara flow monitoring devices preferred.
  • Ability to perform math computations as related to trade, and ability to read and interpret blueprints and schematics.
  • Strong customer service orientation.

Responsibilities


  • Performs regular testing and maintenance of utility meters including assessment and troubleshooting of components and systems.
  • Determines work methods to accomplish assignments such as repairs, replacements, or new installations. Follows installation manuals, details, schematics, wiring diagrams, and blueprints on all equipment and systems as defined above.
  • Performs work in accordance with manufacturer’s specifications, blueprints, shop drawings, schematics, FO&M guidelines, and best trade practices.

  • Verifies that meters are configured as per manufacturer’s specifications, installation manuals, and project requirements and submittals.
  • Performs diagnostic tests on meters to verify proper system operation. Coordinates with manufacturer’s service technicians both in-person and via remote support to install, maintain, and troubleshoot systems.
  • Calibrates meters to ensure accurate data collection. Coordinates factory maintenance with manufacturers and vendors.

  • Maintains systems, components, fixtures, and equipment in accordance with established work order maintenance schedules, calls, or specific assignments.
  • Tests performance of systems using tools and equipment such as portable ultrasonic flow meter, thermometer, temperature sensors, data loggers, and digital multimeter to isolate problems and determine where adjustments are necessary.
  • Utilizes metering database, CEMS system, and Building Automation Systems (BAS) to validate meter operation and troubleshoot issues as they arise.
  • Maintains records of system installations, repairs, calibrations, and tests, using databases, spreadsheets, word documents, and drawings.

  • Inspects new meter installations and data to verify system compliance with plans and specifications.
  • Coordinates meter-related work with Dartmouth Shops including the BAS Shop, EL Shop, EM Shop, and Heating Plant.
  • Maintains effective working relationships with constituents.
  • Assists with other areas of the Energy Management Program as assigned. Tasks could include assistance with LED lighting upgrades, HVAC sensor calibrations (temperature, humidity, CO2, airflow measurement), BAS point-to-point check-outs, etc.
