Medical Technician
Job description
Duties may include, but are not limited to, the following:
Organizes and coordinates the work of Medical Records Technicians and other office support staff.
- Assures compliance and adherence to quality assurance, legal, and confidentiality requirements.
- Provides support for the development and implementation of monitoring, purging and quality assurance requirements.
- Supports a wide range of medical reports including: medical history, symptoms, physical examinations, treatment methods, consultations, discharge summaries and transfers, case records, etc.
- Identifies and resolves inconsistencies in dictation and transcription.
- Audits dictation and medical records charts for utilization review control.
- Oversees distribution of psychological testing materials.
- Process Probation and court referrals.
- Reviews coding of physical and psychiatric diagnoses and testify regarding medical charts/records.
Experience: One (1) year of experience comparable to a Medical Records Technician II in Merced County.

- Operate a personal computer and other office equipment.
- Communicate effectively with others in person and over the telephone.
- Analyze data, interpret directions, procedures and regulations, and develop appropriate responses.
- Perform job duties under stressful conditions and respond appropriately to situations.
- Maintain confidential information in accordance with legal standards and/or County regulations.
- Frequent use of depth perception, peripheral vision and color perception.
- Sit, stand, or walk for extended periods.
- Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
- Kneel, bend, twist, squat, balance and crawl.
- Frequent use of hand-eye coordination.
- Frequent use of data entry device including repetitive hand and arm motion.
- Frequently lift and carry up to 40 pounds.
- Normal dexterity, frequent holding and grasping.
- Regular attendance is an essential function.
- Extensive psychiatric terminology and/or medical terminology.
- Medical specialties, anatomy, physiology, psychiatry, brand and generic drugs.
- Coding and classification systems used in health and mental health Department records and reports.
- Confidentiality requirements of the Welfare and Institutions Code.
- Utilization review processes.
- Electronic health records (EHR), maintaining EHR security and analyzing electronic data to improve healthcare information.
- Filing and information maintenance systems.
- Automated computer equipment and related applications software.
- Modern office methods, practices, and procedures and mathematics.
- Proper English usage, spelling, grammar, and punctuation.
- Business and professional relationships and ethics within the Mental Health System and/or Public Health System.
- Departmental policies and procedures and medication monitoring review process.
- Principles of lead direction, work coordination, training, and work review.
- Provide lead direction, work coordination, and training for other staff.
- Review work for compliance with legal, confidentiality, and quality assurance requirements.
- Operate and transcribe material from transcription equipment.
- Transcribe and type medical and/or psychiatric reports at an acceptable rate of speed without frequent reference to a medical dictionary.
- Understand and use medical and psychiatric symbols and terminology.
- Use medical and psychiatric reference books and materials.
- Use appropriate health and mental health coding systems and manuals.
- Take responsibility and exercise good judgment in recognizing scope of authority.
- Perform responsible office assistance work.
- Coordinate documentation of billable services with billing procedures.
- Communicate effectively orally and in writing and prepare concise, and accurate records/reports.
- Develop and maintain effective working relationships with the general public co-workers and those contacted during the course of work.
HOLIDAYS & LEAVES
VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours).
SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
HOLIDAYS
Twelve paid holidays annually plus one optional holiday.
BEREAVEMENT LEAVE
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

Medical Insurance - Merced County offers five Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.

- County pays 100% of the premium for employees and 50% for dependent(s)
State Disability Insurance - Benefit based on highest quarter during previous calendar year. Employee pays premium.
LIFE INSURANCE
$10,000 County-paid coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.
RETIREMENT
DEFERRED COMPENSATION
The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.
