We seek an experienced and highly motivated Lead Finance Manager to lead our Finance Team in the planning and execution of accounting, budgeting, finance, and contract functions. The successful candidate will hold Senior-Level Staff Accounting experience and possess a strong command of QuickBooks. Additionally, our successful candidate will have high-level experience with Government Cost Accounting. Notably, the successful candidate for this position will be comfortable with financial analysis and reporting as well as with the development and review of program budgetary data. Importantly, the Finance Manager will possess leadership and management experience, which they will draw upon in leading our financial team and in working with our senior management.
This position reports directly to the Chief Executive Officer and is located at our HQ office in Elkridge, MD.
Essential Functions:
Accounting
- Responsible for preparing, maintaining, and enforcing accounting system policies and procedures, as well as implementing effective internal controls to meet applicable FAR/DCAA requirements and GAAP requirements.
- Manage and oversee financial staff. Plan and collaborate with Senior Management.
- Manage and oversee all accounts receivable and accounts payable.
- Oversee and, at time execute, invoicing/billing procedures on a monthly or weekly basis in accordance with specific contract terms and conditions.
- Structure company Chart of Accounts to properly break out company costs by pool and final cost objectives.
- Properly book costs to correct accounts, including month end labor distributions.
- Prepare journal entries and general ledger account reconciliations on an ongoing monthly/quarterly/annual basis.
- Prepare and post monthly accruals, as well as tracking and reporting on employee accrued/earned benefits.
- Provide reports and assist with month end close and deliver timely review to senior management.
- Monitor labor costs and manpower on a weekly basis ensuring that actuals are within budget and charged correctly.
- Prepare accurate and timely financial statements (monthly/quarterly/annual), including compilation of supporting financial information.
- Record and maintain fixed asset purchases and notes payable while maintaining applicable depreciation and amortization schedules.
- Preparation of program and budget information, both scheduled and ad hoc, responds to issues, and documents solutions.
- Respond to various queries and requests from external/internal auditors and consultants
Finance
- Manage corporate banking relationships; overall responsibility for wire transfers, ACH transfers, billpay, BBC, LOC banking covenants, etc.
- Post and reconcile all corporate banking and credit card transactions.
- Assist in meeting tax compliance deadlines, including annual corporate tax filings, 1099s, and review of applicable payroll tax filings.
- Prepare, coordinate and document complex financial analysis
- Creates, maintains, and updates financial databases and spreadsheets and generates financial reports as required
Other
- Oversee the SpringAhead time keeping system or equivalent. Responsible for ensuring daily time entries, time verifications against Customer timekeeping systems, and direct labor hours tracking per contract terms and funding limitations.
Qualifications:
Education
Bachelor's Degree in Accounting, Finance or Business
Work Experience
- Minimum 7 years accounting and finance related experience.
- Prefer 2 years of working in the intelligence community
Knowledge
In addition to the in-depth functional knowledge of AR, AP, General Ledger, and Government Cost Accounting Standards and Finance Requirements needed to support the accounting, finance, and contract essential functions listed above, candidates must possess the following knowledge:
- QuickBooks Desktop Premier/Pro – Intermediate to Advanced User
- Knowledge and experience with T&M, FFP/LOE, FFP/IDIQ, FFP, IDIQ/DO based contract vehicles
- Knowledge and experience with time and accounting systems including: Deltek, Exostar/VIP/P2P, OASIS/PLSC2, PROCAS, Unanet/SLICS, SpringAhead Time & Expense
- Microsoft Office Suite – Intermediate to Advanced user (especially MS Excel)
