LAND ENTITLEMENTS MANAGER:
Elliott Homes, LLC is currently seeking an experienced Land Entitlements Manager to join it’s Land Development Division, overseeing all land entitlements in the South Mississippi, Hattiesburg, and South Alabama regions. This role will supervise and direct all aspects of onsite development for new residential communities, requiring robust knowledge of entitlements, approvals, and permit requirements and processes, along with superior time and budget management skills. The Land Entitlements Manager is responsible for coordinating with all agencies, internal departments, and outside consultants to ensure projects are defined and secured in a timely and cost-effective manner.
Working generally at the head office in Gulfport, MS. or surrounding development. Frequent travel is required.

Essential Duties & Responsibilities:
  • Manage and direct all aspects of obtaining entitlements, plan approvals & permits for new residential communities including all entitlement documents and plans, tentative and final maps, and related approvals, as well as agency presentations.
  • Responsible for executing stringent community entitlement and development/construction schedules.
  • Responsible for obtaining all required permits from local jurisdictions in support of land development and home-building operations.
  • Know all parties by name in planning, zoning, and engineering within the municipalities we serve. Know all parties by name on the state and federal level who we work with for approvals. MDEQ, DMR, Army Corps of Engineers, utility companies and health departments.
  • Coordinate with architects, engineers, landscape architects, soils and environmental engineers, and other consultants in the preparation of required development applications and approvals based on expert-level knowledge of the approvals process and requirements.
  • Set up and conduct pre-application and preconstruction meetings to align all parties toward the vision for each project. Create an action plan and clearly communicate expectations related to all parties and projects.
  • Set up HOA’s and act as a builder liaison.
  • Responsible for securing and exonerating all bonds.
  • Review all plans and specifications from a cost perspective identifying areas, which warrant detailed review and value engineering.
  • Understand the steps necessary for each process step in the land division and ensure all items and checklists are completed at each interval.

Requirements:
  • Five (5) years of experience in community entitlement and homebuilding process, public agency experience preferred
  • Bachelor’s Degree in Land Use Planning, Construction Management or related field preferred.
  • Land Development experience with exposure to South Mississippi and/or South Alabama regions.
  • Ability to read, analyze, and interpret general business periodicals and information journals, technical procedures, engineering and architectural plans, legal documents or governmental regulations.
  • Proficient in writing business correspondence and effectively presenting information and respond to questions from groups of managers, clients, customers and the general public.
  • Practical problem-solving skills and ability to deal with variables in situations where limited standardization exists.
  • Flexible and highly organized with a strong orientation to detailed/quality work. A high level of follow-through is required.
  • Proven ability to work with multiple projects and manage competing priorities; Strong interpersonal communication skills are required.
  • Listening skills to understand the needs of other governing authorities
