Job description

OIC CAREER OPPORTUNITY
The Office of the Insurance Commissioner’s (OIC) Investigations Unit is seeking a motivated and qualified individual to fill a permanent Investigator 3 position. This position is assigned to the Legal Affairs Division, located in our Tumwater office.
As a Senior Investigator, this position is responsible for investigating suspected violations of Title 48 RCW and Title 284 WAC and related laws and regulations involving licensed and unlicensed entities and individuals operating throughout the State of Washington. The incumbent of this position will conduct complex regulatory investigations involving various types of fraud, negligence, illegal inducements, unauthorized and unlicensed activities. Case complexity varies widely, but the incumbent will have the opportunity to work closely with our Insurance Enforcement Specialists in issuing charges and enforcing them through the administrative hearings process.

Reporting to the Investigations Supervisor, this position is responsible for performing independent regulatory investigations of OIC license and unlicensed insurance producers, agencies, insurers, and other entities. Duties will include, but are not limited to:
Write investigative plans for assigned investigations by independently reviewing the allegation(s), consulting the appropriate statutes for elements of the legal offense(s) and document steps to determine the facts of the case.- Conduct independent regulatory investigations of OIC licensed and unlicensed individuals and/or entities in accordance with OIC policies and procedures, and applicable state and/or federal laws.
- Be an effective interviewer, having strong interpersonal skills, ability to be fair and objective, able to direct interviews toward relevant facts and professional in conduct and demeanor.
- Prepare clear, concise, and understandable final written reports at the conclusion of the investigation.
- Assist Insurance Enforcement Specialists (staff attorneys) in the review and prosecution of the cases investigated and obtaining any additional information as requested.
- On an as needed basis, travel will be required throughout Washington State to conduct field interviews.
Required Qualifications of this position include:
Two years as an Investigator 2 with a Washington state governmental agency.
- Five years of experience conducting regulatory, administrative, or criminal investigations. * (Experience is defined as interpreting and applying state or federal statutes, conducting interviews, gathering and presenting evidence, and preparing written investigative reports, obtaining sworn statements or declarations from witnesses or subjects of an investigation and conducting multiple independent investigations simultaneously).
- Four years of experience conducting regulatory, administrative, or criminal investigations (experience is defined above*) AND an Associate's degree (2 years of college).
- Three years of experience conducting regulatory, administrative, or criminal investigations (experience is defined above*) AND a Bachelor's degree or higher.
- Basic skills in Microsoft Word and Outlook.
- Bachelor's degree from an accredited college or university.
- Investigative experience involving the insurance industry, at the retail or compliance level.
- Familiarity with Title 48 RCW and WAC 284.
- Formal training in victim, witness, subject interviewing techniques and procedures (e.g. John E. Reid & Associates).
- Qualifying investigative experience performed within the past three years.
- Experience in reading, analyzing, and interpreting complex agreements and contracts; especially insurance contracts and agreements.
- Certified Fraud Examiner credential.
