This is a non-exempt position that administers the HCV/Section 8 (Housing Choice Voucher) and Public Housing programs and Affordable Apartments in accordance with U.S. Department of Housing and Urban Development (HUD), Washington State Landlord/Tenant Law regulations and HACPFC policies.

ESSENTIAL JOB FUNCTIONS:

  • Determine HCV/Section 8, Public Housing, and Affordable Apartments eligibility; calculate rents for admission, interim, annual, and special re-examinations. Review applications for completion and conduct reference checks. Contact applicants for further information regarding admissions and continued assistance..
  • Help families find appropriate housing.
  • Maintain participant files and records for all Housing Authority HCV/Section 8, Public Housing and Affordable Apartments programs. Verify participant income and family status. Enter supplied participant and/or landlord information into Lindsey Housing Manager software.
  • Prepare and verify HAP invoice/utility statements. Prepare monthly/annual program utilization reports. Assist in annual review of the Fair Market Rent Study.
  • Compile information and documentation for rent reasonableness data.
  • Brief landlords on program requirements, Housing Quality Standards (HQS), and Housing Authority, local, State and Federal policies. Recruit landlords through outreach methods.
  • Mediate disputes, issues, or complaints between participant(s), landlord, or the Housing Authority. Answer questions and provide information regarding participant(s) rights or problems.
  • Investigate complaints of program abuse. Document and take appropriate action in such cases.
  • Schedule and/or conduct appeals or hearings and explain procedure to participants. Take appropriate action based on hearing findings.
  • Remain current on occupancy, Housing Quality Standards (HQS), HCV/Section 8 Management Assessment Program (SEMAP), Public Housing Assessment System (PHAS) and Housing Authority regulations and policies.
  • Be informed and remain current on legislation and regulations and implement new procedures as required.
  • Attend required training and provide cross training to other staff as needed to insure staff compliance with Housing Authority, local, State and Federal policies and guidelines.

MINIMUM QUALIFICATIONS:

The minimum amount of knowledge, ability, education, and experience required to be hired into the classification.

EDUCATION AND EXPERIENCE:
High school diploma. Preferred one year of college courses or a degree or not less than two years in related field, or one year of experience in the administration of public housing programs, operations, and activities.

Must be a fluent writer and speaker of Spanish. Strong Spanish language skills are required for success in this position.

Knowledge of:

  • HUD Programs
  • Administrative procedures, policies, and program regulations as they pertain to HUD HCV/Section 8, Public Housing, and Affordable Apartments programs.
  • Knowledge of property management and community resources
  • Fair Housing Law
  • Washington State Landlord-Tenant Law

Ability to:

  • Type and operate computer and other office equipment. Computer usage is essential to performance of duties.

The majority of duties are performed in an office environment while sitting at a desk.

Any offer of employment from HACPFC is contingent upon the applicant’s successful passage of a criminal background check, pre-employment physical, drug/alcohol testing, and a Driving Record Check from Washington State Department of Licensing (DOL).

This is an at-will position subject to funding availability.
