To be successful, the incumbent must work closely with Healthy Homes and Communities (HH&C) supervisors and staff to build existing relationships and collaborations as well as identify new strategic partnerships and establish new relationships. This position will supervise at least one position that will focus on community engagement and environmental justice and may also supervise interns.
Responsibilities include, but are not limited to:
- Serve as the designated expert on policy issues impacting the HH&C Section applying an environmental justice lens to policies and associated strategies at the state and local level.
Lead legislative analysis, rule development and policy projects, including implementation.
Enhance, develop and maintain relationships with key partners, stakeholders and communities to ensure engagement.
Gather input, identify opportunities for collaboration, and recommend and implement strategies and solutions that improve laws, regulations, and policies.
Provide consultation and technical assistance on equity and environmental justice issues for HH&C Section.
Provide supervision and leadership to the Policy and Engagement Team.
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, Spokane or Richland, WA duty station for work activities as needed depending on the location of the incumbent. It is anticipated that they would be expected to report to their duty station for work activities quarterly at minimum.

Required Qualifications.
NOTE: Experience may have been gained concurrently and have been gained through lived experience, volunteer experience, formal professional employment, or a combination.
Option 1: Five (5) years of experience in public policy, public health, environmental health/science or related field conducting research and analyzing policies, laws, rules and regulations.
Option 2: A Bachelor’s degree in environmental health/science, public health, public policy, or a closely related field and four (4) years of experience in public policy, public health, environmental health/science or related field conducting research and analyzing policies, laws, rules and regulations.
Option 3: A Master’s degree in environmental health/science, public health, public policy, or a closely related field and three (3) years of experience in public policy, public health, environmental health/science or related field conducting research and analyzing policies, laws, rules and regulations.
AND
- Two (2) years of experience working to address health inequities, further social and environmental justice, and/or working with historically marginalized groups.
- Demonstrated experience with:
- Leading and managing multiple, complex projects at the same time.
- Building partnerships and working collaboratively with others.
- Strong written and verbal communication skills.
