Job Summary
The Energy Transition office seeks a Grants Coordinator to develop, implement, provide technical assistance and promote the programs of the Energy Transition Office. The unit develops and administers programs designed to assist communities impacted by power plant closures. The position exists to carry out complex programmatic and administrative responsibilities in support of multiple energy transition programs. This position is to develop, implement, provide technical assistance and promote the programs of the Energy Transition Office. The unit develops and administers programs designed to assist communities impacted by power plant closures as defined by State Statute. The employee in this position will review, analyze and evaluate applications for financing and advise the Director, Commissioner and any appropriate boards/commissions and others regarding funding decisions. The person in this position will monitor and oversee programs and expenditures of funds for compliance with programmatic requirements, state and federal laws, policies and regulations.
Responsibilities include:
- Develop program and materials including grant applications, review forms, reporting forms, reporting systems and methodology for gathering and tracking information.
- Provide outreach, program marketing and technical assistance for the programs administered by the unit.
- Coordinate and participate on the review team to review, analyze, and evaluate grant applications to make funding recommendations.
- Develop and prepare grant contract agreements.
- Monitor project activities and expenditures of funds for program compliance and compliance with contractual requirements including state and federal laws, policies and regulations.
- Compile information and data to assist in the preparation of annual reports, legislatively mandated reports, or other special reports.
Qualifications
Minimum Qualifications
To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.
Three (3) years* of professional grant management experience involving evaluating, administering, accounting for, training and/or monitoring of grant/grants proposals, grant agreements, or grant recipients for a grant making organization
- Bachelor's degree in Planning, Community and Economic Development, Political Science, Public Administration, Business, Finance, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience with state and federal grant management including the ability to summarize information with analytical and technical skill to clearly and concisely produce contracts, grant agreements, and reports
Organizational skills to manage, track, and report expenses, financial transactions, and invoices using Microsoft Office Suite including Outlook, Word, and Excel including experience in gathering and managing data in basic spreadsheets to calculate, sort and extract data for the creation of reports, forms, charts, and mail mergers
Knowledge of federal and state laws, rules, regulations, policies, and procedures with the ability to interpret and communicate those to grant recipients
Communication skills to make concise presentations before public and private groups and to explain complicated issues to clients
Knowledge of generally accepted accounting principles sufficient to analyze financial statements, audits, forecasts, budgets, and demographics
Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation
Preferred Qualifications
- Experience working with other government entities such as counties, courts, and tribes
- Knowledge of state fiscal management systems
- Knowledge of the economic development tools at the federal, state, and local level
Experience working independently in a new departmental program
