The Research Foundation for Mental Hygiene is seeking a qualified candidate to fill a full-time Grants and Contracts Manager position.
The Division of Mental Hygiene of the New York City Department of Health and Mental Hygiene is responsible for policy, programs and providing oversight related to contracted programs for Mental Health, Alcohol and Drug Use Prevention Care and Treatment and Development Delays/Disabilities. The Bureau of Administration is responsible for administering over 400 contracts with Community-based Organizations and hospitals and is also responsible for payments and verification of claims submitted by these contracted entities, tracking all expenditures and evaluations of these contracted providers and hospitals. The selected candidate should have strong knowledge of Microsoft Excel and extensive spreadsheet experience. They should have great written and oral communication skills, be highly motivated, organized, and detail oriented with the ability to work well in teams and independently on multiple simultaneous projects. They should be able to collect, organize, analyze, and present significant amounts of information in a concise and clear way
Duties and Responsibilities:
- Oversee execution and monitoring of all Intergovernmental contracts for the division, in close collaboration with colleagues in the Office of General Counsel and central Finance divisions.
- Manage the divisions work with external parties such as the Fund for Public Health in NYC and Public Health Solutions and other administrative contracts, ensuring subcontracts are executed and staff are hired in a timely manner.
- Coordinate all grant applications and grants management processes for the division
- Ensure contract compliance in accordance with agency and grant funder requirements
- Provide technical assistance to bureau staff on developing proposals, solicitations, and grant applications
- Process contract amendments and budget modifications as needed
- Assist with contract and grant closeouts and spend down
Minimum Qualifications:
- An Associate's degree from an accredited college or university with one year of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/ evaluation, fiscal management, or in a related area.
Preferred Qualifications:
- High proficiency level with MS Office Products, including Excel and Visio.
- Experience in contract administration/management
RFMH employees may be required to be vaccinated for COVID-19 depending on work location and must provide proof of vaccination.
