Responsible for leading overall management at two historic properties owned and operated by the Department, Belmont Manor and Historic Park and Waverly Manor, which are used in part for programming, community events and meetings, weddings, corporate retreats, special events and more. This role provides leadership in all aspects including but not limited to: scheduling/programming, budget development, preparing monthly reports, creating innovative marketing strategies in collaboration with PIO, coordinating facilities management and maintenance, and hiring appropriate contingent/seasonal staff, as needed. Creates and maintains positive relationships with guests, staff and industry professionals.

Regularly attends industry related events to enhance properties exposure as premier event venues, networks with professionals to further outreach, builds positive business relationships and maintains relevant industry memberships.

CLASS DESCRIPTION:
Performs intermediate professional level recreation services work, which may include supervision, under general supervision from an administrative or technical superior. Work includes the management and supervision of recreation and parks programs, classes and events, and can also include the management of large facilities. This oversight can be in a functional area of expertise, facility or geographic area. Serves as Department liaison with community groups; partnerships, grants and sponsors; coordinating activities of contingent staff, contractors and volunteers; supervising lower level full-time and highly specialized part-time staff; and preparing computerized payroll and comprehensive program, brochure and promotional data and planning reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position oversees program development and event operations at Belmont Manor and Historic Park and Waverly Mansion for small and large-scale rentals including marketing strategy development, implementation and evaluation.

  • Works and cooperates with co-workers and supervisors at all levels.
  • Learns and performs all essential job functions accurately.
  • Oversees the management and operation of two multifunctional historic manors and park.
  • Coordinates scheduling of buildings and grounds with Department program staff, Howard County Conservancy and rental parties.
  • Coordinates with the Bureau of Parks, Heritage Construction and the Department of Facilities for scheduled and unscheduled maintenance and improvements.
  • Recruits, selects, trains and evaluates contingent and benefitted staff.
  • Serves as the liaison with the Howard County Conservancy and neighbors along Belmont Woods Road to maintain positive relationships.
  • Fiscal management including preparation and submission of annual budget, monthly budget reports, seasonal reports, tracking revenues and expenses, supervise and re-evaluate staffing patterns.
  • Prepares purchase requisitions and order logs and supervise/monitor staff in these areas as well.
  • Research, design, implement and evaluate programs and projects in cooperation with the community, the Howard County Conservancy, business and tourism establishments, and partnerships based on need relating to historic facilities.
  • Coordinate the registration/rental process for facility using Activenet.
  • Regularly evaluates market trends and makes recommendations for any adjustment to pricing and operations at both properties.
  • Responsible for updating and maintaining the Belmont and Waverly Mansion websites.
  • Creates social marketing strategies in collaboration with the Marketing Division and drafts regular and engaging social media posts.
  • Manages all phases of client relations from initial site visit through all phases of event execution.
  • Facilitates positive relationships with multiple event vendors.
  • Oversees progress on all rental contracts, and payment deadlines.
  • Develops and maintains rental policies and procedures.
  • Develops and maintains rental portfolio: rules and regulations, security deposit policy and acknowledgement of property standards.
  • Updates and maintains food license for Belmont and Waverly Mansion.
  • Evaluates and approves/denies certificates of insurance based on County requirements.
  • Evaluates and approves/denies catering licenses based on County requirements.
  • Prepares and submits annual tent permit application for Belmont and Waverly Mansion.
  • Prepares and maintains contracts with Wedding Wire and The Knot as well as other relevant industry memberships.
  • Prepares report for the Maryland Environmental Trust and facilitates approval process through County and State Natural Resources Department.
  • Prepare and submit written reports for the Bureau Chief and Superintendent on a monthly basis.
  • Prepares and enters all programs for the Recreation and Parks seasonal brochure, prepares meeting agendas, memos, business letters and refund letters.
  • Responds positively and in a timely manner to customer issues.
  • Ensures staff compliance with the Department and County policies for cost accounting, PDQ card, petty cash and Purchasing.
  • Works with the Department of Recreation and Parks Marketing team and the Public Information Office to develop marketing strategies for programs and rentals.
  • Coordinates all rentals and other agency use of the building and resolves scheduling conflicts.
  • Maintains an active, working knowledge of recreation programs and wedding trends, regularly conducting marketing analysis and making appropriate recommendations to operations.
  • Serves on committees as assigned.
  • Responsible for identifying and applying good sustainability practices into all aspects of Department operations.
  • This position is considered essential personnel and may be required to work the DOC/EOC or manage Belmont Manor as a “Shelter in Place”.

SUPERVISORY RESPONSIBILITIES:
Directly supervises two non-supervisory full time employee and up to 25 contingent employees in the Department of Recreation and Parks. Employee carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, recommendations for hiring, and training employees; planning, assigning and directing work; evaluating staff performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor Degree and two (2) years related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Bachelor Degree in Parks and Recreation or related field and experience working rental/special events.

CERTIFICATES, LICENSES AND REGISTRATIONS
