This recruitment is for two (2), full-time, permanent, Fiscal Analyst 2 In-Training positions in the Revenue Office at Parks' Headquarters located in Tumwater, Washington.

Position may be filled at the Fiscal Analyst 1 or 2 level depending on qualifications. Candidates hired at the Fiscal Analyst 1 level will be required to successfully complete an in-training program including completion of 18 quarter/12 semester hours in accounting.

Duties

Fiscal Analyst 2 (Accounts Receivable Specialist):

This position performs accurate accounting of revenue received through Headquarters and various credit card acceptance points; accurate collection, reporting, and payment of leasehold excise taxes, various general ledger reconciliations, and monitor accounts receivable, restricted donations, restitutions, and agency collection efforts. This position reports to the Revenue Section Manager in Financial Services.

Duties include but are not limited to:

  • Responsible for Agency Accounts Receivables.
    • Maintain, update, reconcile, and review accounts receivable.
    • Establish and record all agency-identified receivables.
    • Monitor, maintain, reconcile, and adjust accounts receivables.
    • Provide technical expertise to ensure agency receivables are properly identified and generated.
    • Aid program staff and verify documentation in collection efforts.
  • Prepare headquarters cash journal voucher to distribute the daily cash deposit.
  • Responsible for accounting of credit card transactions.
    • Perform daily reconciliations of deposits to the State Concentration Account.
    • Compile, analyze, review, monitor, maintain and reconcile credit card data and discrepancies.
    • Perform monthly reconciliations of park level credit card transactions.
    • Prepare and process journal vouchers.
  • Reconcile in-house NSF system.
    • Send uncollected accounts to the collection agency.
    • Post payments.
    • Estimate value of uncollected receivables.
    • Prepare recommendation for write-offs.
  • Responsible for accurate collection, reporting, and payment of monthly sales and use taxes to the Department of Revenue (DOR).
  • Maintains and updates Access tax database.
  • Investigates and corrects discrepancies/errors.
  • Prepares, submits, and reconciles monthly sales and use tax payments, and quarterly leasehold taxes to DOR.
  • Analyze general ledger entries for compliance with GAAP.
  • Prepare electronic journal vouchers.

Fiscal Analyst 2 (Accounts Receivable Grants Coordinator):

This position performs accurate accounting of revenue received through Headquarters and various credit card acceptance points; accurate collection, reporting, and payment of leasehold excise taxes, various general ledger reconciliations, and monitor accounts receivable, restricted donations, restitutions, and agency collection efforts. This position reports to the Revenue Section Manager in Financial Services.

Duties include but are not limited to:
  • Accounting of credit card receipts for the Central Reservation System (CRS) vendor, automated pay stations, headquarters, and internet acceptance points.
  • Reconcile deposits to the State Concentration Account.
  • Compile, analyze, review, monitor, maintain and reconcile credit card data and discrepancies.
  • Coordinate and work with CRS accounting staff to resolve discrepancies.
  • Perform monthly reconciliations of credit card clearing accounts and automated pay station revenue to AFRS.
  • Manage credit card chargeback process.
  • Prepare and process journal vouchers to correct accounting records, as needed.
  • Maintain, monitor, and manage financial status for Department of Military FEMA grants.
    • Prepare invoices and request for reimbursements for large projects and maintain deferred revenue ledgers for small projects.
    • Post received payments.
    • Reconcile monthly all FEMA grants by disaster project level.
    • Prepare complete project files for audit.
  • Maintain, monitor, and manage financial status for Parks Improvement Project (PIP) Foundation grants.
    • Review expenditures and maintain financial activity status reports for each grant.
    • Prepare invoices and requests for reimbursements.
  • Prepare electronic journal vouchers.
  • Serve as primary back up to Fiscal Analyst 2 and as additional back up to Fiscal Analyst 1.

Qualifications

REQUIRED QUALIFICATIONS:

Fiscal Analyst 1 - $3,246 - $4,216 a month


  • High School graduation or GED equivalent.
  • One (1) year fiscal experience.
Fiscal Analyst 2 - $3,558 - $4,656 a month
  • High School graduation or GED equivalent.
  • One (1) year fiscal experience.
  • 18 quarter or 12 semester hours in accounting.
DESIRED QUALIFICATIONS:
  • **A Bachelor's degree.
  • Two (2) or more years of professional accounting experience.
**Professional experience may substitute for education but not for credit hours.
