    Finance Director and Fiscal Control Officer

    Position Purpose
    This position will be responsible for assisting the Chief Financial Officer with oversight of the district's daily accounting and financial operation activities. This position is also responsible for maintaining and documenting an effective district wide internal financial control environment.

    Supervisory Responsibilities:
    Will directly supervise the Accounts Payable Specialist, Fiscal Analyst and Internal Control Specialist, and the Payroll Supervisor.


    Essential Job Functions

    • Supervise Business Office Staff and their responsibilities.
    • Oversight of reports and data uploads of district financial information and data.
    • Oversight of all district payroll operations and staff.
    • Cross Training responsibilities for Business Office personnel and their job responsibilities.
    • Oversight of all Internal Control responsibilities for the district including the Internal Controls Guidance Document and Semi-Annual Risk Assessment duties.
    • Implement and ensurs compliance with school board, district reporting, state reporting, school finance policies, and business processes.
    • Implement and track any School Finance Legislative changes or updates as well as IDOE or Federal Government policy and procedure changes.
    • IASBO membership and frequent attendance at Regional, Annual, and Special Program events.
    • Ensure proper handling of financial transactions and approves transactions within designated budget limits and signer authority requirements.
    • Assist in school audits.
    • Administer all W-2 and 1099 filings.
    • Review, research, investigate, correct and report errors and inconsistencies in financial transaction, documents, and reports.
    • Complete project work with other departments within the district as well as vendors or district partners.
    • Ensure Capital Assets are properly recorded and reported.
    • Ensure accurate information is prepared and submitted for GAAP reporting requirements.
    • Perform other duties as assigned.


    Equipment
    Use standard office equipment such as personal computers, printer, copier and fax machines, calculator, and telephone.

    Travel Requirements
    Travel to school district buildings and professional meetings as required.
    Occasional in-state overnight travel required (not frequent).

    Pay Rates
    Administrator Pay Schedule.


    Work Schedule
    8 hours a day
    260 days per year.

    Knowledge, Skills and Abilities

    • Strong knowledge of accounting principles.
    • Knowledge of district, state and federal policies and regulations.
    • Experience with payroll department oversight preferred.
    • Knowledge of standard office equipment and programs.
    • Strong knowledge of Microsoft Excel.
    • Working knowledge of Microsoft Word and General Communication software.
    • Ability to prepare and maintain accurate records and utilize pertinent software applications.
    • Ability to multi-task and work with detailed information and data.
    • Ability to meet deadlines and schedules.
    • Ability to maintain confidentiality of information, records and personal information.
    • Complex work working with state and federal laws, policies and procedures
    • Must exercise extensive judgement and direct and manage staff
    • Must be able to identify problems and resolve or develop a method for resolution within a reasonable time
    • Guidelines consist of GAAP and theories of fiscal management and accounting, as well as, federal and state law, policy and procedures as they apply to fiscal management and accounting.

    License/ Registration/ Certification

    • Indiana Association of School Business Officials (IASBO) certification preferred.


    Education

    • Bachelor’s Degree in Finance or Accounting or Associates Degree in Finance or Accounting with advanced School Finance Training.


    Experience

    • Five years minimum accounting experience, preferably in an Indiana School Finance position or related Non-Profit or Governmental Finance position.
