Proposal Summary:
The purpose of the USAID/Bureau for Humanitarian Assistance Humanitarian Assistance Support Contract (BHASC) is to provide operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 hours a day/7 day a week (24/7) response capability. The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. BHA’s mission requires both a streamlined, integrated day-to-day operational capacity to steady-state work, as well as a 24/7 standby response capacity to address emerging humanitarian needs anywhere in the world.

Position Summary:
The Field Support Coordination Team Lead will help mobilize and provide support to BHA overseas field teams, including helping coordinate USAID and BHASC staffing and the issuance of small grants and the purchase of goods and services in the field as directed by the Contracting Officer’s Representative (COR). Field program support will be used for humanitarian responses where quick action is needed in response to disasters, or to critical windows of opportunity for political transition, conflict prevention, or democracy interventions. This position will require a high degree of collaboration and coordination with other BHASC and USAID staff.
Responsibilities:
- Manage and oversee the team of Field Support Coordination staff.
- Conduct preparatory work and establish systems for rapid response to disasters in countries around the world.
- Work with others on BHASC team to mobilize staff (e.g., identification of staff such as Information Officers and Contract Specialists for deployment, travel, logistical support) and anticipate future staffing needs. Liaise with USAID staff on the identification and availability of BHA and other staff under their surge support roster for deployment.
- Coordinate with contracts and grants teams on issuance of grants and local procurement of goods and services pre-deployment.
- Coordinate with Operations Manager.to provide the BHA field team with facilities, goods, and services required to sustain, such as housing, food services, office facilities, equipment and supplies, vehicles, and other items as directed by USAID.
- Support the ongoing operations and needs of field staff, such as procurement of short-term services and equipment, supplies for BHA field teams, and services related to the provision of international disaster relief and other humanitarian and transition assistance.
- Help implement the COR approved close out plan (administration, information, finance, procurement, management) within the required timeframe.
Qualifications:
- Bachelor’s degree and at least 5 years of relevant experience or equivalent combination of education and experience.
- Working knowledge of USAID rules and regulations; prior experience with USAID or other donor-funded projects preferred.
- Knowledge of Federal global humanitarian programming, U.S. foreign assistance programming, and international development organizations.
- Strong organizational skills and a self-starter with excellent presentation, interpersonal and communication skills who takes initiative and leadership.
- Strong writing skills.
- Ability to be deployed to the designated country location within 72 hours of award of the task order or authorization from the COR.
- Fluency in English is required.
