Summary

The FERC Contracts Advisor (Transmission Contracts & Services Consultant Analyst/Consultant/Advisor) is responsible for providing expertise, consultation and drafting in the analysis, evaluation, development and negotiation of major transmission and interconnection contracts, facility-use lease/agreements, and operating requirements for connected facilities. Directly negotiate with customers for transmission, interconnection, and operating/maintenance facility requirements. Act in a lead capacity in contract/project initiatives, implementation, and coordination. Interaction with customers, regulators, and utility representatives on behalf of APS.

Minimum Requirements

Analyst Level:

  • BS/BA in business, economics, mathematics, accounting, finance or engineering plus four (4) years of commercial contracting, project management or utility environment, including some contract and/or transmission system knowledge.
  • In lieu of degree, eight (8) years of combined education and experience in commercial contracting, project management or utility environment, including contract, regulatory, and/or transmission system knowledge.

Consultant Level:

  • BS/BA plus five (5) years of utility experience including substantial contract, transmission system knowledge, and/or utility regulatory/legal experience.
  • In lieu of degree nine (9) years of utility experience including substantial contract experience, transmission system knowledge, and/or utility regulatory/legal experience.
  • An advanced degree including a JD may be substituted for two (2) years' experience.

Advisor Level:

  • BS/BA in business, economics, mathematics, or engineering plus five (8) years of utility experience including substantial contract and/or transmission system knowledge.
  • In lieu of degree, 12 (twelve) years of utility experience including some contract and/or transmission system knowledge.
  • An advanced degree including a JD may be substituted for two (2) years' experience.



Preferred Special Skills, Knowledge, or Qualifications:

  • Knowledge of APS or other utilities transmission and distribution system interconnections, rates and tariff provisions.
  • Familiarity of FERC regulatory requirements.
  • In depth experience in negotiating and developing transmission, interconnection, and operating facility contracts.
  • Organization, project management, communication, and negotiation skills are essential.
  • Analytical abilities to perform regulatory analysis and contract negotiations/development as well as the ability to act independently and take initiative

Major Accountabilities

1) Manage the development and execution of regulatory contracts in collaboration with numerous internal and external stakeholders.

2) Draft, negotiate, execute, and manage all major transmission Agreements (i.e. Participation Agreements, Joint Operations, Maintenance and Replacement Agreements, Transmission Service Agreements).

3) Manage all assigned generation interconnection requests, which includes drafting, negotiating, and executing agreements, holding scoping and study result meetings, and generally responsible for all customer related issues as may arise.

4) Maintaining accurate interconnection and transmission customer, regulatory, and contract data in APS's internal databases and systems

5) Provide support and expertise to regulatory and legal departments as needed and to ensure all regulatory compliance and contract requirements are met, such as interpreting regulatory and contractual language, filing deadlines, preparing summaries for regulatory reporting, and ensuring timeline adherence and compliance with APS OATT. Ability to manage special complex and subject matter expertise as assigned.

6) Manage, engage, and communicate with external customers and other utilities as co-owners of Joint Participant facilities to lead meetings, draft, and negotiate proper contract adherence. This will include amendments to current agreements, drafting new agreements as needed, confirmation and adherence to financial and cost allocations, as well as ability to work within established Committee structure to move projects along and seek resolutions to issues.

7) Ability to effectively manage time and internal APS business units to meet required deadlines.

8) Establish working relationships with internal business partners, peer utilities, and industry representatives in key markets
