Job Description:

· Review project information from consultants and prepare environmental clearance requests to Corps of Engineers (COE). Follow up as necessary to obtain clearances. Negotiate with COE and Fish and Wildlife Service (FWS) to gain concurrence from these agencies. Contact tribal representatives and historic commissions on projects and prepare project summaries for tribes that express interest in the project. Prepare farmland forms and consult with the National Resource Conservation Service as necessary to collect sufficient cropping and farming information. Serve as DNR Contact to state agencies, federal agencies, and tribes for each project. Prepare Finding of No Significant Impact (FNSI) document summarizing results of clearance requests and conclusions about environmental impacts of projects.

· In consultation with the State Historic Preservation Office (SHPO) and applicant consultant, determine Area of Potential Effect for historic and cultural properties review. Prepare file search requests from and consult with the Office of State Archaeologist (OSA). For projects requiring field work, prepare scope of work to be contracted to OSA or other archeology consultant. Supervise contractor's work and manage contracts. Review reports from OSA or archeology consultants and determine if further field investigation is required. Summarize impacts of projects on historic and cultural properties into DNR findings for submission to SHPO. Negotiate with SHPO on obtaining concurrence with DNR findings.

· Prepare an agenda and arrange for a planning meeting with applicant and DNR project manager to discuss cross cutter process and responsibilities of each party. Answer questions from applicants, applicant consultants, or other interested parties about the status of the project.

· Coordinate with United States Department of Agriculture Rural Development (USDA RD) and Iowa Economic Development Authority on cross cutter issues for projects that are co-funded by those agencies.

· Coordinate with the applicant on setting public hearing and public notices for the projects. This includes composing and providing the Environmental Information Document to be presented at the public hearing

· Ensure that the status of each project is recorded in the project tracking database and prepare reports on project status and business process performance for the bureau chief. Recommend changes to process to improve efficiency of process. Receive work assignments, direction on daily duties, and technical assistance from lead worker, SRF Coordinator, and supervisor.

· Other related miscellaneous project development and training activities as assigned.

Skills Required:

· To conduct reviews of projects funded through the State Revolving Fund to ensure compliance with all environmental, historical, cultural, and funding requirements of state and federal law; provide compliance assistance to public and private agencies for projects funded through State Revolving Fund; and to coordinate with other governmental agencies on co-funded projects.

· Communicates in writing and on the phone with project participants, technical advisors, and governmental partners to gather and explain information, provide assistance, coordinate activities, and negotiate agreements.

· Writes professional technical documents in English using proper spelling, grammar, and sentence structure.

· Analyzes and interprets data to reach conclusions and provide recommendations.

· Reviews, interprets, and effectively communicates information about federal and state laws, rules, regulations, standards and guidance, and policies.

· Uses computers to view information, type, and perform data entry.

· Presents information to technical, professional, and public groups across the state.

· Adjusts to change, work pressures, or difficult situations.

Experience Required:

· Environmental clearance Laws, rules, & regulations.

Education Required:

· Graduation from an accredited college or university with a Bachelor's Degree in natural science, environmental science, environmental policy, and/or similar education OR an equivalent combination of experience and education substituting one year of full-time professional work in an environmental program for each year (30 semester hours) of the required education

Work hours:

· 7:00 am to 4:00 pm

· 9:00 am to 6:00 pm

Job Types: Full-time, Contract

Pay: $28.00 - $30.00 per hour

Schedule:

  • 8 hour shift
  • Monday to Friday
