The State Water Resources Control Board’s Office of Information Management and Analysis (OIMA) has an opening for an Environmental Program Manager I, or Assistant Director of OIMA. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.
Under the general direction of the Director of Office of Information Management and Analysis (OIMA), the Environmental Program Manager I, serves as the Assistant Director for the Office and directs the activities of a multidisciplinary staff of specialists, scientists and engineers. The position requires close cooperation with State and Regional Water Board Management and specialists, including engineers, scientists, geologists, analysts, and legal staff. The EPM I will lead implementation of key actions in the Water Boards' Strategic Plan to encourage information sharing. The incumbent will direct and coordinate several OIMA projects, including the: statewide scientific contract Portfolio, Water Boards Quality Assurance Program, Surface Water Ambient Monitoring Program (SWAMP), Integrated Water Quality Assessment (303(d) & 305(b) reporting to US EPA, enterprise database program management for the California Integrated Water Quality System (CIWQS) and the California Environmental Data Exchange Network (CEDEN), partnering to support California Water Quality Monitoring Council (Council) (SB 1070), and open data, open science and open coding synthesis project to advance kindness, reusability and inclusion in our data work, called Openscapes.
This position requires management and supervision of OIMA programs and staff, which includes directing activities, including preparing the OIMA’s annual budgets, establishing timetables for accomplishing objectives, setting priorities for completing workload demands, providing annual performance appraisals of staff. This position also requires management of the Statewide Scientific Contract Portfolio and oversight of contract management activities from development to closeout, including ensuring that all processes are carried out effectively and are tracked.
Overseeing the agency quality management system, including associated project management frameworks for science and data tool development projects. Direct and provide guidance for the establishment, maintenance, and expansion of the agency’s quality management plan. Provide support to the agency Quality Assurance Officer in the development of training courses and support materials.
This position will oversee the statewide Surface Water Ambient Monitoring Program (SWAMP) projects and includes advising on monitoring program design and review. The position will assist in coordinating OIMA activities with the Director, other State Water Board Divisions and Offices, Regional Water Boards’ management, and other State and federal agencies (Cal/EPA, Resources Agency, USEPA, etc.) involved with water quality information and data.

Salary information – CalHR salary rules allow appointment at the entrance rate (599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
