Basic Function
HF Sinclair in Anacortes, WA is seeking an Environmental Manager. The Environmental Manager is responsible for developing and maintaining an effective and efficient Environmental organization.
As a member of the Refinery Extended Leadership Team (ELT), is responsible to work collaboratively with other ELT members to develop and implement business plans and meet refinery performance goals. Key focus is management and performance of the Environmental organization. This includes proactively planning for potential environmental compliance issues associated with planned refinery activities and appropriately prioritizing environmental compliance risks associated with upsets and other emergent issues across the site. Responsible for ensuring contractor field activities are aligned with and performed in compliance with the site’s environmental policies and procedures.
Knowledgeable of management systems approach and able to lead the continuous improvement of environmental management systems. Responsible to coach constructively for performance improvement across all departments and levels of the refinery with respect to Environmental processes and policies.Act as a change-agent to implement new programs to meet corporate requirements and improve existing systems to increase the overall effectiveness of the department. Actively participate in the HF Sinclair Environmental Managers’ Network, sharing PSR-specific information with the Network and assisting the HFS Environmental Director and other Network members in developing and advancing fleet-wide programs, policies and best practices.
Job Duties
- Champions the Company’s Environmental policies and compliance with federal, state and local laws and regulations

- Work closely with Operations, Maintenance, Inspection and the other Engineering disciplines to ensure that HSSE requirements are clearly understood and conveyed throughout the organization
- Reviews new projects for permit requirements and compliance with local, state and federal regulations.
- Oversees the preparation and submissions of permit applications for new equipment and modifications to existing equipment
- Communicates with local, state and federal regulators regarding refinery specific environmental issues and responds to agency information requests
- Evaluates new environmental regulations and their impact on the refinery and implements those programs necessary to comply with the regulations
- Directs and coordinates overall environmental and land management programs for the refinery
- Provides for the continual evaluation of refinery programs, procedures and policies to ensure the prevention of environmental incidents
- Recommends new projects or modifications to existing facilities to resolve environmental issues and ensure compliance with new regulations
- Ensures that effective environmental compliance training programs are developed and implemented including those programs necessary to comply with Washington Department of Ecology and Federal EPA and USCG requirements
- Coordinates Environmental programs and reporting requirements with corporate offices
- Member of Refinery Extended Leadership Team
- Develop and manage Environmental Department budget
- Support EOC/Incident Command System (ICS)
- Interface with community members when dealing with complaint issues and emergency situations
- Participates on refinery association committees for regulatory negotiation purposes
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Experience
A minimum of 8 years of related experience is required.
Education Level
A minimum of a Bachelor’s Degree in Environmental Engineering, Natural or Environmental Science, or a related discipline is required.
Required Skills
Lead and direct the work of others – typically Supervisors and senior individual contributors. Proficient with spreadsheet, presentation and word processing applications; advanced knowledge of laws, pronouncements and regulations pertaining to environmental permitting and operations; excellent planning, interpersonal, organizational, leadership, public presentation, analytical skills. Ability to effectively engage with others through both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.
Supervisory/Managerial Responsibility
Responsible for the supervision of approximately five employees.
Work Conditions
Office based with up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver-based environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Subject to all weather varying road conditions.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $119,600.00, midpoint of $167,400.00, and maximum of $215,200.00.
