GENERAL STATEMENT OF DUTIES:
Employee performs independent administrative, training, and technology-based work with various aspects of
the elections process. Primarily with State Election Information Management Systems (SEIMS), voting
equipment, computer and peripheral maintenance, inventory, operations, coordination and teaming with
information Technology consultants and support personnel. Employee performs lead worker responsibility
when the director is absent.
DISTINGUISHING FEATURES OF THE CLASS:
An employee in this class is responsible for working closely with the Director of Elections in all phases of the
election process, primarily with information technology-based functions, equipment hardware, software
upgrades and changes, coordinating and teaming with State Board Computer Consultants to resolve computer
programming issues, maintaining and testing voting equipment, and uploading, reviewing and ordering correct
election ballots and setting up systems a significant percentage of the time. Also must have Information
Technology knowledge to be able to work with the State Board of Elections & Ethics Enforcement on Cybersecurity issues.
Also performs elections management duties to include, but not limited to precinct uniformity, budget
preparation, writing and submitting federal and state grants, One-Stop and OVRD implementation plans,
seasonal staff writing, campaign finance, and candidate filing for elected office in the County and
Municipalities. Work is performed in compliance with State election laws and rules, along with established
guidelines and policies of the County Board of Elections. The Elections Director appraises work and
performance, and if absent, the Board of Elections members.
DUTIES AND RESPONSIBILITIES:
The duties listed below are not inclusive, but characteristic of the type and level of work associated with
this class. Individual positions may do all or some combination of the duties as well as other related duties:
*Works with County IT on all aspects of cybersecurity issues as well as day to day operational IT duties
in the office.
*Works with State Board IT staff & county IT staff on all aspects of cybersecurity issues including but not
limited to the web page.
*Assists Director in planning and executing scheduled primary, second primary, municipal, general and
special elections.
*Oversees voting machine logic and accuracy testing of election data files programmed into voting
equipment.
*Oversees and validates programming for On-Site Voter Registration laptop computers and peripherals.
*Compiles, verifies, and reports election day results into SEIMS Election Reporting Systems; performs
Sample audits, queries and reports.
*Uploads election data files to Electionware Election System to program voting equipment and peripherals.
*Coordinates with State Board and processes SEIMS software and Hardware as well as SEIMS back-up
Server uploads.
*Works with State Board computing consultants and support staff to resolve software and programming
issues.
*Assists Director with loading, preparing, reviewing, and ordering ballots through applicable
vendor.
*Performs all IT sections of the job, such as ENR (election night reporting). Coding/programming
all machines, GIS issues.
*Performs canvassing duties to ensure all votes match reported election figures and to officially
close out county elections.
*Prepare and coordinates voting equipment delivery and pick up schedules with drivers and
Chief Judges.
*Assists Director with compiling and submitting FY Budget Requests and amendments to the
Board of Commissioners’ staff.
*Maintains accurate and reliable SEIMS voter and elections data for election officials, candidates
and the public.
*Prepare each equipment cage with all the necessary supplies needed for each election.
*Maintain accurate listing of all serial numbers on all pieces of voting equipment.
Retain a copy on file from each election.
*Researches, writes and coordinates Sate and Federal grants for County Elections operations.
*Performs wellness checks on on-going practices to ensure compliance with NC General Assembly
Election Laws and Rules.
*Attends State Seminars and other authorized training sessions as approved by the Election
Director.

RECRUITMENT AND SELECTION GUIDELINES
KNOWLEDGE, SKILLS AND ABILITIES:
*Working knowledge of elections and voting procedures and policies as set forth in general statutes
and regulations of the State Board of Elections and Ethics Enforcement.
*Ability to explain detailed and complicated policies, procedures and laws to staff, citizens and
prospective candidates for elective office.
*Considerable knowledge of modern office practices, procedures, and equipment.
*Working knowledge of the operations and functions of county government.
*Ability to work with accuracy in data entry and voter data verification.
*Ability to perform duties and assignments independently.
*Ability to learn electoral procedures and policies and be able to train temporary workers accordingly.
*Ability to communicate effectively in both oral and written forms.
*Ability to develop and maintain effective working relationships with precinct officials, county
Officials, board members, and other employees along with the general pubic.
DESIRABLE EDUCATION AND EXPERIENCE:
Bachelor of Science degree or 3 years equivalent experience in the working knowledge of
information technology equipment and computer programs; competence with Microsoft
Office Suite; strong public interaction and customer service experience; or an equivalent
combination of education and experience.
