POSITION: Early Childhood Principal
GENERAL DESCRIPTION: The Principal is responsible for total oversight and daily operation of the Middletown Early Learning Center which currently serves preschool children in the Middletown community.

QUALIFICATIONS:
  • A minimum of a master's degree or higher.
  • Valid Ohio certificate/license to serve as an elementary school principal.
  • At least three (3) years of exemplary teaching experience.
  • Good written and verbal communications skills.
  • Demonstrated leadership ability.
  • Able to use a variety of communication methods to build relationships.
  • Excellent organizational skills.
  • Able to use technology to effectively manage data and information.
  • Valid driver’s license and daily access to personal vehicle.
  • History of excellent job attendance.
  • Must pass required criminal background checks, and be free from communicable diseases.

ESSENTIAL FUNCTIONS:
  • Provide effective leadership and oversight for all Early Childhood programs operations.
  • Collaborate with staff, community partners, and volunteers to build a high-quality program for all children and families.
  • Provide effective leadership for strategic planning within the ESC as it relates to preschool programming.
  • Develop effective management systems that support programs and services, in accordance with Preschool Performance Standards, and are aligned with organizational philosophy, mission and values.
  • Oversee the development and implementation of preschool program goals, strategic plan, priorities and procedures that support the long-term sustainability of the program.
  • Assure compliance with all local, state and federal guidelines.
  • Serve as an effective advocate for staff, families and children.
  • Develop and maintain effective, cooperative relationships with community and agency personnel.
  • Implement a system for appraisal of program content; Annual Self-Assessment.
  • Ensure that all staff are effectively supervised and evaluated according to agency policies and procedures.
  • Oversee the development and implementation of preschool programs.
  • To perform other duties consistent with the position as assigned.
  • To provide leadership in resolving conflicts that arise among staff members or with parent groups.
  • To provide leadership in developing effective building work teams.
  • To invite open dialogue with building staff and be an effective listener.
  • To work with all building staff members to develop a team committed to embracing the program(s) goals.
  • To ensure that the professional staff and support personnel will fulfill the school’s objectives.
  • To assist in the planning, coordination and implementation of program in-service which will increase the competence of the staff and support goals for Kindergarten Readiness.
  • To direct and coordinate activities which will continuously expose the staff to promising concepts and techniques in education.
  • To assist staff in planning leave time.
  • To provide leadership in the continuous evaluation and renewal of the school's educational efforts.
  • To serve as a member of the administrative staff, attending meetings, participating in making decisions, planning and evaluating as directed.
  • To participate in administrative staff meetings, negotiations meetings, curriculum meetings, special education meetings and such other meetings as are required or appropriate.
  • To organize the collection of building data for all accountability reports for preschool programs.
  • To coordinate the organization of building staff development programs to support data analysis, interpret accountability system requirements and provide the training needed to implement improvement strategies.
  • To coordinate and assist in the supervision of programs designed to foster the safety, mental, emotional and physical well-being of the school's children to promote regular attendance of students and their success in school.
  • To oversee, in conjunction with the student services department, the school's special education program, including the Intervention Assistance Team process, Response to Intervention, multi-factored evaluations, development of individualized education plans (IEPs) and assessments of student progress.
  • To attend such meetings as necessary serving as district representative.
  • To oversee the scheduling of students to maximize staff and ensure compliance with student IEP needs in the least restrictive environment.
  • To establish and maintain procedures for the transition of students entering and leaving the school: enrollment, orientation and culminating activities.
  • To assist teachers in developing classroom management plans which promote an environment conducive to learning.
  • To hear, investigate and act responsibly on behavior problems referred to the principal's office, according to due process procedures, the Ohio Revised Code and board of education policies and procedures regarding student discipline.
  • To confer with children and, when appropriate, teachers, guidance personnel and parents concerning problem behavior in search of causes and solutions.
  • To direct the planning and supervision of extracurricular and co-curricular activities to ensure their alignment with the school mission and compliance with board of education policies and procedures.
  • To work with social service agencies to provide for the safety, mental, emotional and physical well-being of students.
  • To assist in recruiting, interviewing and evaluating prospective employees and in selecting new staff members.
  • To plan and preside at regular meetings of the entire professional staff and representative groups of the staff for the purpose of developing and coordinating policy and practice within the school.
  • To evaluate employees’ performance and assist in the determination of goals to improve performance.
  • To review teachers’ lesson plans in an effort to improve instruction and to ensure implementation of the curriculum and Ohio Early Learning Content Standards.
  • To confer with teachers concerning the observations and establish teaching goals for upgrading instruction which are relevant to day-to-day professional performance.
  • To observe instructional situations for the evaluation of teaching performance.
  • To prepare formal evaluations for teachers.
  • To take disciplinary action against staff, as appropriate, after conferring with the Assistant Superintendent for Preschool Programs and the Human Resource office.
  • To prepare supervision schedules.
  • To prepare the master schedule of building and room utilization plan.
  • To oversee the preparation of school reports and supervise the maintenance and use of school records.
  • To plan and supervise fire drills, tornado drills and other emergency preparedness programs.
  • To establish priorities and develop a total budget for the school within guidelines established by the superintendent or designee.
  • To oversee the maintenance of the school and facilities, and initiate or coordinate planning for needed alterations or additions to the facilities.
  • To communicate with the custodians and maintenance supervisor to correct any housekeeping or maintenance problems.
  • To issue appropriate requests for maintenance or remodeling.
  • To issue and account for building and room keys and equipment.
  • To encourage and, when necessary, enforce proper use of the facilities by children, staff and the public.
  • To work cooperatively with the food services staff to promote a quality lunch (and breakfast).
  • To oversee community use of the school’s facilities.
  • To facilitate the transporting of students to and from school and school activities by working collaboratively with transportation.
  • To serve as liaison between the ESC and the community.
  • To assume responsibility for the implementation and observance of all board policies and regulations by the school's staff.
  • To present or supervise the presentation of reports to the board of education as directed by the superintendent or designee.
  • To attend board meetings or the meetings of other organizations when appropriate.
  • To perform such other duties as may be assigned by the superintendent or designee.
OTHER DUTIES AND FUNCTIONS:
  • To serve as a role model for students in how to conduct themselves as citizens and as responsible, intelligent human beings.
  • To help instill in students the belief in and practice of ethical principles and democratic values.
  • Model trust.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of: Board policies and procedures, appropriate school law, requirements of the Ohio Department of Education, effective management procedures, required local, state, and federal reporting, effective supervision of staff, personnel system requirements and procedures, public relations and effective conferencing techniques.
  • Ability to: Interpret policies and procedures, determine staffing needs, supervise and evaluate personnel performance, work successfully in a culturally diverse environment, communicate effectively through all levels of the organization and community, collect and analyze data, effectively work in a Collective Bargaining environment and build relationships, attend numerous meetings and functions in and out of the office, and lift moderate amounts of weight.
  • Skilled in: Math, Finance, English and Communication.
EQUIPMENT OPERATED:
Computers and other usual and customary office equipment.

ADDITIONAL WORKING CONDITIONS:
Occasional: Exposure to inclement weather driving condition and severe weather, traffic, blood, bodily fluids and tissue.

Periodic: Exposure to unruly or challenging children/adults.

Frequently: Attends functions and performs duties outside normal working hours.

Consistently: Required to be on call, travels to and gains access to worksite.

TERMS OF EMPLOYMENT:
Salary and work year as established by the Governing Board. The employee shall remain free of any alcohol or non - prescribed controlled substance use in the workplace throughout his/her employment in the District.

EVALUATION:

Performance of this position will be evaluated in accordance with provisions of the Board’s policy on Evaluation of Support Personnel.
