The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified Chief Administrative Officer to support the provision of behavioral health, developmental disability, and substance use disorder treatment by leading the Office of Administrative Services within the Facility Services Division at DBHDS Central Office. This position will be responsible for providing oversight of the administrative service functions and programs across state facilities to ensure a systemic approach in the use of limited resources, budget allocation and expenditures, procurement, IT Services, HR, training, business process improvements, and operational compliance. This position will direct the development and implementation of a comprehensive administrative management plan including policies and procedures for DBHDS facilities and monitor associated performance measures and outcomes related to fiduciary expectations. This position will provide executive level consultation to advance DBHDS’s vision of optimizing use of resources and streamlining workflows while working directly with state facility leadership as well as DBHDS Facility Services, Administrative Services, and Quality Management and Compliance Divisions. Specific duties include, but are not limited to, ensuring facility management of cost accounting, accounts payable, fixed assets, payroll, procurement, accounts receivable, and cost accounting is in compliance with established guidelines and providing consultation for facility leadership in effective financial and business management protocols to support enterprise solutions and outcomes.

Minimum Qualifications
Thorough understanding of hospital/healthcare integrated systems, administrative and clinical processes, and workflows. Knowledge of governmental accounting processes, financial reporting, and budgeting within a state agency or organization. Knowledge of state capital outlay processes and procedures regarding funding usage and regulatory requirements. Knowledge of Auditor of Public Accounts standards and audits and the Commonwealth Accounting Policies and Procedures (CAPP) Manual. Demonstrated experience with business and operational process and procedure evaluation, recommending and developing improvements, and evaluating the effectiveness of changes. Experience with advanced data analytic and excellent problem-solving skills. Knowledge of Joint Commission and CMS survey process, expectations, and plans of correction. Experience with change management and project management skills. Ability to facilitate diverse groups of stakeholders including executive level clinical, operational and administrative leaders and external partners to consensus.

Preferred Qualifications
B.S. Degree in accounting, finance, public administration, political science, business management, hospital administration, or related field and experience with state government budget and administrative management oversight for a multi-location healthcare organization.

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
