BASIC FUNCTION:
Under the supervision of and in collaboration with the area administrator, develops, coordinates and implements a funding acquisition plan for the initiatives and programs of the college or campus and develops alternative sources of support for those programs; develops relationships and interacts with elements of the community college system and public organizations to best promote the priorities of the college; provides training and consultation services in support of resource development, grant management and compliance.

Supervises assigned District personnel.

Education:
EDUCATION AND EXPERIENCE:
A bachelor's degree from an accredited institution in accounting, or a reasonably related field is required and three (3) years of categorical, grant, and account experience.

A master's degree from an accredited institution is preferred.

Knowledge Of:
1. Best practices in successful grant management.
2. Federal, state and foundation funding agency regulations.
3. Principles of audit readiness and audit requirements.
4. Strategic planning; principles and practices of successful resource development.
5. Policies and procedures related to grant management in higher education.
6. Budget development and management.
7. Leadership and supervision principles.
8. Regulations and agreements governing staff supervision, including but not limited to CTA and CSEA agreements and the Classified Handbook.
9. Methods of successful grant evaluation.
10. Methods, practices, and terminology used in the grants area.
11. English language and grammar.
12. Software commonly used to perform essential functions of the job including Word, Excel, PowerPoint, Adobe, Contribute, Galaxy, etc.

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This classification primarily works in an office and standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to to 15 pounds. Will require travel.

Duties and Responsibilities:
REPRESENTATIVE DUTIES:
The duties listed below are only intended as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1. Supervises grants staff in researching, planning, and implementing a funding acquisition plan; works with District grants and college administration to compete for federal, state, and private funding; directs the writing of grant proposals and develops budgets in support of strategic initiatives.
2. Advises, facilitates, and makes reports to appropriate administrative bodies and other college planning and advisory committees.
3. Analyzes federal, state, and private agency funding trends and assesses potential applicability to area initiatives and/or goals; analyzes college resource needs and works with departments and colleges to develop plans and strategies to compete and apply for grants.
4. Researches funding sources; coordinates the preparation and processing of grant applications; and develops and maintains partnerships with governmental and private granting agencies.
5. Forms and leads teams in developing grant applications with faculty, staff and consulting resources to accomplish high quality, competitive grant applications.
6. Provides training and consultation services to grant project directors, their supervising administrators, and their administrative support staff in support of compliance with all programmatic and fiscal regulatory requirements.
7. Provides technical assistance to faculty, staff, and administrators in a wide variety of areas including District/college policies and procedures related to grant management, budget preparation and management, and grant program development.
8. Participates in policies and procedures development and implementation; prepares complex periodic reports, statements, and analyses of grant-related data.
9. In collaboration with the assigned administrator, manages area operations; supervises and evaluates assigned staff, establishes goals and objectives for assigned areas of responsibility in concert with the strategic plan and program review.
10. Develops sub-award and independent contractor contract agreements related to grants.
11. Maintains an understanding of current ideas, research and practices pertaining to the areas of responsibility for this position, through continued study and participation in professional organizations.

SALARY: Salary grades consist of nine steps. A new employee is normally placed on Step 1 of the grade. Changes in step placement take place on the first day of the first month following the anniversary date of attaining permanent classified employee status until the maximum of the grade is reached.

HOLIDAYS: There are 13 holidays observed each year. A pro-rata reduction will be made for employees working less than full-time and less than twelve months.

VACATION: Employees are granted 12 days of vacation per year through the first five years of service to the District; 15 days after completion of five continuous years of service to the District; 20 days after completion of ten continuous years of service to the District; and 22 days after completion of 15 continuous years of service to the District. This computation is based on full-time, twelve-month employment. A pro-rata reduction will be made for employees working less than full-time and less than twelve months.

SICK LEAVE: One day of sick leave for each month of service is granted. This is based on full-time, twelve-month employment. A pro-rata reduction will be made for employees working less than full-time and less than twelve months. There is no limit to the number of days of sick leave which may be accrued.

FRINGE BENEFITS: The District provides a health and welfare benefit package for employees and legal qualifying dependents. Those employees working less than full-time and less than twelve months will receive a pro-rata share of the benefit package. The dollar value of the package is a subject of negotiation between the District and the Bargaining Unit.

The work location and assignment within a job classification is determined by the District and may be subject to change.
