Oversees, supervises, and directs the daily operations and activities of the Consumer Services Division comprised of four division branches: Consumer Affairs, Regulation and Licensing, Meeting Space and Management and Event Support, and Accounting and Finance. Responsibilities include:
Manages a group of professionals engaged in diverse administrative and management support activities;- Coordinates and provides staff support to the Board of Supervisors-appointed Consumer Protection Commission, Tennent-Landlord Commission, and Trespass Towing Advisory Board for Fairfax County;
- Leads the strategic planning efforts for the agency, to include the development and coordination of agency performance management, strategy map, and balance scorecard; and organizational development and redesign projects;
- Provides leadership in the areas of financial and budgetary analysis, procurement and contract administration, human resources management, staff development activities, information technology administration; and performs related work as required;
- Serves as the Human Resources Manager, with responsibility in the areas of human resource management, jobs and labor, training and development, compensation, and employee relations.

Oversees and coordinates activities of four division branches with program areas which include: consumer affairs; regulation and licensing; meeting space management and event support, and department administration;- Interprets and enforces federal and state codes applicable to all aspects of consumer protection;
- Develops and recommends policy, legislation, and ordinance revisions as they pertain to consumer protection law and regulatory oversight;
- Oversees industry and consumer education outreach to include the preparation of consumer materials, pamphlets, brochures, newsletter articles; outreach events; presentations; and social media;
- Ensures appropriate regulatory oversight and compliance with state and local laws on the approval/denial of applications for licenses in regulated occupational areas;
- Prepares board items and makes presentations to the Board of Supervisors, business and community organizations, and other county agencies on consumer services issues;
- Coordinates and provides staff support to the Board of Supervisors-appointed Consumer Protection Commission, Tenant-Landlord Commission, and Trespass Towing Advisory Board for Fairfax County;
- Ensures that events and facility use are in accordance with County Procedural Memorandum Numbers 04-11, 04-15, and 04-17;
- Oversees event contractor performance for room configuration, readiness, and cleanliness;
- Provides leadership in the areas of financial and budgetary analysis, procurement and contract administration, human resources management, staff development activities, information technology administration; and performs related work as required;
- Serves as the Fiscal Manager with responsibility for the development and oversight of the agency's complex budget and fiscal administration for both General Fund and Special Revenue Fund operations;
- Approves and controls departmental expenditures and monitors compliance with county fiscal, purchasing, and budgetary practices;
- Serves as the Human Resources Manager, with responsibilities in the areas of human resource management, jobs and labor, training and development, compensation, and employee relations;
- Oversees the training and development activities for the department;
- Serves as the Agency IT Analyst and Agency Access Control Administrator;
- Reviews legislative initiatives related to the functional areas of the division;
- Leads the strategic planning efforts for the agency, to include the development and coordination of agency performance management, strategy map, and balanced scorecard; and organizational development and redesign projects;
- Manages performance measurement data for both the Consumer Services Division and the agency;
- Participates in media interviews and arranges for speaking engagements with regard to Consumer Services Division issues;
- Recruits, interviews, recommends hiring, and reviews and evaluates the performance of professional staff in the Consumer Services Division;
- Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
- Manages a group of professionals engaged in diverse administrative and management support activities;
- Develops and implements policies and procedural memorandums;
- Interfaces with central county staff departments (such as Department of Management and Budget, Department of Human Resources, Department of Finance, and Department of Procurement and Material Management) for seamless collaboration.

- Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
- Ability to identify and determine appropriate methods for gathering data;
- Ability to make oral presentations to department management, other departments, or the public;
- Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
- Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation;
- Ability to maintain effective relationships with the public, special interest groups, and other government agencies.

Graduation from a college or university with a bachelor's degree in public administration, business administration, economics, or a related field; plus five years of progressively responsible professional experience related to consumer services, consumer protection, or fiscal and budget management, of which two years must have been in a supervisory capacity.

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Bachelor’s or Master’s degree in public administration, business administration, economics, or a related field. Five or more years of progressively responsible professional experience related to consumer services, consumer protection, or fiscal budget management, including two or more years of supervisory experience. In-depth knowledge of the management and administration of a diverse multi-disciplinary team with a focus on customer service and strategic planning. Experience working and collaborating with local and elected officials and senior management staff. Highly motivated with the ability to work in a fast-paced collaborative team environment. Outstanding oral and written communication skills.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may require to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
