The CoC Network Analyst will contribute to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals of ending homelessness by assisting with the administration, facilitation, and implementation of activities related to the COC Network and program evaluation to support effective coordination, collaboration, and governance of the Continuum of Care Network. The COC Network Analyst will also assist in the administration of CoC infrastructure activities, such as the Coordinated Entry System and Regional Planning Councils
A Day in the Life:
Departmental Strategy (in partnership with the Department’s Managers & Director)
- Understand and apply thorough understanding of HUD regulations regarding the Continuum of Care and all responsibilities
- Understand and apply federal guidance related to CoC policy
- Assist in the preparation of state plans and program manuals/documents
- Think critically and serve as a ‘sounding board’ for manager/team ideas
- Research best practices for COC Networks and work with the Community Services team to implement those practices in IHCDA’s programs
CoC Infrastructure Support and Facilitation Training
- Assist CoC Network Manager with coordination of monthly CoC meetings (such as board meetings, board committees, regional planning chair, and coordinated entry meetings), including all logistics, communications, and space needs
- Assist with managing and maintaining all CoC Board documents
- Assist CoC Network Manager with preparing agendas and minutes for all CoC meetings, including all committee meetings and ensure COC Board and committee members are in compliance with governance requirements
- Research best practices and develop training to educate the CoC Network about any policies or standard operating procedures that are necessary to successfully operate the CoC.
- Track performance of CoC infrastructure activities through individualized (project) and system level analysis, and technical assistance
- Complete and track Quality Review Plans for infrastructure activities requiring individualized Technical Assistance, including documenting activities associated with that plan
- Ensure compliance and fidelity to program requirements and support projects in best practices, such as Housing First, Progressive Engagement and other emerging best practices through technical assistance (TA) and support to all CoC projects as needed
- Review new HUD guidance and reference materials related to the CoC governance and Coordinated Entry System (CES) for impact on CoC funded projects and disseminate critical compliance information to grantees in a timely fashion
- Assist with and contribute to the CoC Collaborative Application
- Implement, develop, and maintain performance targets, reports, and analysis for CoC System Performance Measures
- Assist CoC Network manager with ensuring the success of all CoC required activities such as the HIC & PIT Count (managed by IHCDA’s HMIS team) and development days.
- Ensure regular IHCDA communication to the CoC and its various constituencies, including maintaining up-to-date contact lists by stakeholder group.
- Track and report on CoC effectiveness metrics
CoC Infrastructure Training
- Coordinate and present at training events for Homeless Serving Agencies
- Modify, update, and distribute CE manuals and other training materials
- Evaluate, improve, and implement assessment tools utilized for CE and develop and provide appropriate training and material
- Identify training needs for providers/projects; arrange for training and TA materials for CoC projects
- Assist COC Network Manager in implementing annual COC Network training calendar
- Ensure all COC Network training materials are current and up-to-date.
- Post all training materials to public website as appropriate in a timely manner.

- The ability to learn and an utilize data analysis tools and computer systems technology. Software Systems that need to be learned are the HMIS, DMS, E-snaps, Sage, HDX and other HUD or IHCDA software that may be required in future.
- Proficient writing and editing skills.
- Business-related computer skills including Microsoft Word, PowerPoint, Excel, Teams, Outlook and Internet usage (e-mail).
