General Description

This is responsible technical and professional work in administering municipal construction projects executed or managed by the Public Services Department. Primary duty of this position is coordination of utility, transportation and facility construction projects, from procurement to completion, and in compliance with all federal, state and local rules and regulations. This position requires advanced analytical skills and extensive project management responsibilities such as planning, permitting, cost estimating, contracts drafting, scheduling, supervising and inspection of construction activities, as well as financial and budget reporting.

Work is performed under the general direction of the Design Engineering Division Manager or designee and is carried out with significant independent judgment and initiative.



Essential Job Functions

Responsible for, in coordination with the Project Manager, planning and coordinating procurement and construction activities of municipal public services projects.

Responsible for the preparation of Contract Documents and Agreements and project permits required by various federal, state and local agencies.

Facilitates Pre-Bid, Pre-Construction and Construction Progress meetings for municipal projects managed by the Public Services Department, as assigned.

Responsible for project management and accounting standards, such as: project progress reports, requests for information, change orders, billing/payment cycles, processing payment applications, purchase orders, lien releases, AIA contracts, material submittals, etc.

Responsible for, in coordination with the Project Manager, preparation of periodical progress reports and final closing reports for all assigned projects.

Responsible for the monitoring and reporting on contractual services for compliance, managing budgets and expenditures by reviewing invoices and financial statements, and reporting on contractors' performance.

Assists the designated Project Manager with developing engineering estimates and specifications for municipal public services projects, including but not limited to, utilities, transportation and facilities.

Assumes the responsibility of conducting inspection of complex municipal public services projects, including but not limited to, utilities, transportation and facilities.

Develops content for use in City communications, including presentations, public outreach materials, website and social media applications.

Develops and maintains working relationships with local, regional, state, and federal agencies to ensure smooth collaboration on assigned projects and programs.

Gathers information for research purposes, performance analysis, and financial and budget reporting of assigned projects and programs.

Performs any other duties or tasks that may be assigned; responds to requests from the public.


Qualifications

Graduation from an accredited college or university with a Bachelor of Science degree in Civil, Environmental, or Construction Engineering, and a minimum of 2 years in a responsible position of managing/coordinating infrastructure projects or an Associate degree (AS/AA) in the field of civil/environmental engineering technology and a minimum work experience of 4 years in civil/environmental engineering field in responsible position of managing/coordinating infrastructure projects.

Possession of State of Florida Department of Environmental Protection Qualified Stormwater Management Inspector certification or ability to obtain one within six months of employment.

Possession of State of Florida Department of Transportation Advanced Temporary Traffic Control certification or ability to obtain one within six months of employment.

Possession of a general contractor license, and State of Florida Underground Utility, and Excavation Contractor license is highly recommended.

Must possess a valid State of Florida driver's license.

  • Physical Requirements

    Ability to use general office equipment, including but not limited to, workstation (PC), telephone, copy/fax machine, print machine, communication radio, surveying equipment, and vehicles as well as knowledge of contemporary software applications, such as: Microsoft Office (Outlook, Word, Excel, PowerPoint, and Project).

    Work requires attention to details, speaking, hearing, reading, or writing, and walking, standing, or sitting for extended periods, as well as occasional lifting of objects weighing 25 lbs.
