Job description
Minimum Qualifications:
Bachelors Degree in Civil Engineering, Architecture, or related field; supplemented by five years of progressively responsible experience in the administration of facility construction projects, including mechanical, electrical and structural projects to include three years of lead or supervisory experience and seven years experience in a related field required or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license (as required by position assignment).
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to perform duties related to overseeing a comprehensive capital improvement, environmental, hazardous material abatement, and energy programs within the Department of Real Estate and Asset Management, including managing assigned staff, overseeing the completion of capital construction projects, developing and administering assigned divisional budget, and establishing and implementing program goals and objectives.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Develops and administers capital improvement, environmental, hazardous material abatement, and energy programs, which includes planning, budgeting, staffing, and developing operating policies, procedures, strategies, goals, and objectives.
Manages assigned staff, including determining the allocation of resources; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; making hiring or termination decisions/recommendations, and administering disciplinary action as required.
Oversees various facility construction projects, including mechanical, electrical and structural projects.
Ensures the timely completion of construction and renovation project requests.
Approves the selection of service contractors and supply vendors for facility construction activities, operation/maintenance of Fulton County Jail, and master plan development for divisional programs.
Evaluates proposed technical solutions for facility system failures or system upgrades.
Ensures compliance of pending and completed construction projects with Federal, State, and Local mandates, including the Americans with Disabilities Act (ADA), Clean Air Act, and Clean Water Act.
Implements and administers capital improvement and energy programs for the assigned division.
Coordinates capital improvement, environmental, hazardous material abatement, and energy projects with the Director and Department Heads to ensure accomplishment of divisional and departmental goals and objectives

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
