Agency Description

The Office of Policy and Strategic Initiatives for Criminal Justice and Public Safety strengthens the coordination of the Office of Violence Prevention, Office of Criminal Justice, Office of Reentry Partnerships, and Town Watch Integrated Services into a community-centric dynamic unit. The office is focused on uplifting solutions to reduce violence, enhance the bridge between neighborhoods and City government, as well as amplifies support for returning citizens and families impacted by the criminal justice system, developing and implementing reforms in an equitable fashion informed by the decades of systemic oppression, racism, and poverty.

The Office of Violence Prevention (OVP) implements strategies and initiatives to prevent, reduce, and end violence in Philadelphia. OVP is particularly focused on addressing gun violence.

The Office of Criminal Justice (OCJ) advances the Kenney Administration's goals of public safety and community well-being through collaborative and data-driven initiatives in Philadelphia’s criminal and juvenile justice systems.

Town Watch Integrated Services (TWIS) is a volunteer focused safety effort. Residents of the community who wish to volunteer for their community will receive assistance from Town Watch Integrated Services.

The Office of Reentry Partnerships (ORP) was formed in August 2019 to elevate and organize citywide reentry efforts and support the Kenney administration’s goals for criminal justice reform, violence prevention, and community reinvestment.


Job Description


The City of Philadelphia is seeking a full-time Director to provide leadership, daily management, oversight, and coordination of the Community Crisis Intervention program (CCIP).

The Community Crisis Intervention Program (CCIP) is an effort to prevent and reduce gun violence throughout the City of Philadelphia's neighborhoods most affected by crime and violence. Using credible messengers, also known as Community Crisis Outreach Workers and "violence interrupters," CCIP employees work in and with the community to prevent potential violent scenarios and interrupt them before a potentially dangerous situation becomes violent.

The director will be responsible for direct supervision of CCIP ensuring the implementation plan across all funded agencies is being developed and executed. The director will also ensure that all performance measures, goals, and objectives are consistently met. This position will also be tasked with coordinating with other City staff, law enforcement personnel, social service providers, and community members in this program's ongoing implementation and coordination.

Essential Functions

  • Manage and maintain strong relationships with diverse stakeholders, including frontline and mid-level law enforcement partners, community-based organizations, and social service providers
  • Provide oversight and guidance to CCIP contracted providers
  • Manage organizational structure for CCIP-funded agencies as well as coordination and implementation of strategic goals and objectives set forth by OVP leadership
  • Monitor and align community engagement activities with the overarching strategy of OVP
  • Provide leadership with frequent and up-to-date reports on how the CCIP-funded agencies perform
  • Work with evaluators to ensure that they have access to information and data required for project assessment
  • Work with partners to effectively communicate to the community the purpose and mission of CCIP
  • Maintain a clear implementation plan for CCIP across funded agencies
  • Ensure program activities are in alignment with the project mission, objectives, policies, and protocols; that all program activities and community contacts are appropriately documented; and that written reports are prepared as necessary

Competencies, Knowledge, Skills, and Abilities


  • Ability to be accessible during traditional and nontraditional business hours, including nights and weekends
  • Strong organizational and coordination skills. Excellent oral and written communication skills and public speaking skills
  • Presentation skills, including preparation of graphic presentations
  • Track record of delivering results in a high-pressure/crisis environment with multiple workstreams
  • Ability to work collaboratively with law enforcement personnel, grassroots community leaders, and social service organizations
  • Ability to create comprehensive plans that identify all tasks, resources, and deliverables required to achieve the desired results
  • Problem-solving skills with an ability to anticipate problems and develop solutions on deadline.
  • Knowledge of Philadelphia neighborhoods with an emphasis on the Philadelphia Police Department's Pinpoint areas
  • Understanding of the mechanics of city government

Qualifications
  • Bachelor’s degree in criminology, social work or other related fields
  • Strong project management experience, with preferably at least five years of experience
  • Experience in community outreach and community program management
  • Experience in direct supervision of employees, preferably three years of experience
  • Experience in facilitating multidisciplinary cross-agency meetings
  • Experience working with justice-involved populations, demonstrated knowledge of challenges facing justice-involved populations
  • Knowledge of and experience working with Philadelphia communities
