Job Summary
The College Information Officer (CIO) is responsible for providing leadership and management for Information Technology Services including Academic and Administrative Computer Services, Audio-Visual Services, Web Services, Telecommunications, Online/Distance Learning administration and Campus Card Services at St. Cloud Technical and Community College (SCTCC). The primary purpose of the position is to support the college in accomplishing its mission and goals through the application of information technology, to manage and direct the college’s Information Technologies in information and data processing functions and to develop communications and information systems and networks aligned with the college and Minnesota State system management plans.
Job duties include, but are not limited to:
- Oversee and implement all computing technologies including hardware and software for the college’s network, audio-visual Services, and telecommunications.
- Provide leadership as the primary network technology resource for a gigabit Ethernet network in support of Academic and Administrative computing.
- This position works with college leadership, staff, and faculty to direct distance learning and online credit educational opportunities to maximize the accessibility of college programs and services. This position and its staff support training in online software applications (D2L) and leads the College in providing instruction in innovative software methods to support online learning.
- Direct, coordinate and supervise the activities of Information Technology (IT) staff.
- Assesses all information technology functions and resources to identify problems, needs, duplication/gaps in services, etc. in the support of college systems.
Qualifications
Minimum Qualifications
- Bachelor’s degree in computer science or related field.
- Associates degree in computer science or related field OR Associates degree with appropriate experience and two plus years lead work or supervisory experience may substitute for the Bachelors degree.
- A minimum of 5 years of experience managing IT operations of multiple disciplines concurrently, including progressively responsible managerial, supervisory, and administrative experience.
- Familiarity with the principles and practices of administration and supervision of IT department, including budget development, project management, task assignment and performance evaluation.
- Strong oral and written communications skills sufficient to convey information effectively to a wide array of clientele.
- Experience in support of the teaching and learning process.
- Ability to initiate and maintain professional relationships with a wide variety of clientele from a diverse community of administrators, faculty, students, and staff.
- Policy level experience with information assurance and security.
Preferred Qualifications
- Masters degree in computer science or related field.
- Information technology leadership in a higher education setting.
- Experience in strategic planning, project management, and change management.
- Local and Wide Area Network management experience, Network protocols, Switches, Firewall, Routers.
- IT planning, organization, and development.
- Project management principles.
Physical Requirements
- Ability to perform work that requires the following:
- Transport up to 20lb maximum.
- Posture/Other Activities: Significant amount of movement as well as maintaining stationary positions for long periods of time;
- Ability to perform in a work environment which may include the following physical functions:
- Frequent: Maintain stationary positions, repetitive movement, grasp, communication,
- Occasional: Move through the building, transport waist to chest, move, transport, position as needed.
Additional Requirements
In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State's vehicle use criteria and consent to a Motor Vehicle Records check.
