The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a City Research Scientist III for a position within Modeling Division, Water Resources Management Directorate, located in Kingston, New York. Under general direction, of the Deputy Chief of Water Quality Modeling, the City Research Scientist III will be responsible for developing, testing, and applying models of water quality (WQ) for the City’s water supply reservoirs. Water quality parameters of interest may include turbidity, nutrients, phytoplankton, coliform, taste and odor causing compounds, and disinfection byproducts. The City Research Scientist will investigate the effects of climate change, floods and droughts, land use change, watershed management, and reservoir operations on water quality using one, two, and three-dimensional reservoir/lake models which simulate hydrodynamics and the fate and transport of water quality constituents. The City Research Scientist will also ensure that water quality modeling tasks are completed to support daily operations, Bureau programs, requirements of the Filtration Avoidance Determination (FAD) and federal and state water regulations. They will work collaboratively to build strong relationships with staff within the Bureau and other bureaus within NYCDEP. Specific duties include:

  • Being responsible for conducting water quality modeling tasks that support operations, program analysis, policy development, climate change assessment, and special projects as assigned.

  • Exploring alternatives to process-based reservoir models, including statistical, and machine learning or artificial neural network approaches.

  • Assisting in coordinating the research efforts of the directorate with research projects in other divisions of NYCDEP, as well as collaborate with external researchers.

  • Writing papers on research results for publication, participate in conferences, meetings, webinars, and write technical reports.

  • Working with the modeling team to develop and maintain water quality models used in the City’s operational support tool (OST).

  • Acting as a technical adviser to post-doctoral fellows from City University of New York (CUNY). Currently, NYCDEP has a contract with CUNY to provide WQ modeling support services.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • Proficiency with Microsoft Office Suite, including Outlook, Word, Excel and PowerPoint

  • Knowledgeable in Adobe with ability to fill documents in Adobe reader

  • Ability to learn how to use, maintain, and advance DEP’s Operation Support Tool (OST), CE-QUAL-W2 and other water quality modeling tools within BWS (e.g., SWAT, GWLF, GLM, EFDC, ELCOM)

  • Experience in developing software using MatLab, Fortran, Python, Power BI, and/or R, in an interactive development environment such as Visual Studio

  • Ability to learn the processes, procedures, and formats required for NYCDEP and the Executive Directorate tasks

  • Willingness to learn and understand the NYC water supply system

  • Advanced skills in computer programming
