The Office of Child Welfare is seeking Two (2) Program Manager’s (Child Welfare Manager 2) to provide leadership in Marion County Child Welfare. These two new Program Managers will join our current Program Manager to create a leadership team of three. Marion county is part of District 3 and includes Marion, Yamhill, and Polk counties. In this role, you will be an active member of our leadership team and will help develop and implement strategies, programs, and policies. You will be responsible for Marion County Child Welfare Practice and will provide leadership while supporting state policies and procedures.
This Program Manager will join our District Executive Leadership Team supporting Child Welfare & Self-Sufficiency across Marion, Polk and Yamhill counties. What you need to qualify:
Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.
A valid driver license and acceptable driving record are necessary for this position.

  • Experience performing work related to child welfare or another child/family-serving system.
  • Knowledge, training, and/or education surrounding addiction, mental health, and/or poverty and how these affect family systems.
  • Ability to understand complex policy and statues and communicate them clearly to families, employees, and community partners.

  • Implementing an effective program delivery system which complies with state and federal laws and policies.
  • Fostering continuous improvement practices to enhance outcomes for children and families, including developing new programs and trainings.
  • Setting clear goals and expectations for supervisors and staff, and providing feedback, guidance, and training.
  • Conducting ongoing assessments through reviews, conferences, discussions with staff, and community comments.
  • Establishing and maintaining relationships with courts, other state institutions, and community partners to ensure positive outcomes for children and families.
  • Speaking with individuals, community groups, and the media to provide education about child abuse permanency for children and Child Welfare practice.
Working conditions:
  • Will engage with frustrated or upset customers, employees, or partners.
  • Work is performed under pressure of time or adverse circumstances.
  • Non-traditional work hours and professional work week.
  • Working after normal working hours is regularly required. Travel and/or overnight stays are occasionally required.
  • Significant time will be spent in Salem at meetings and committee work.
  • Valid driver’s license or acceptable alternate method of transportation is required.
