General Position Description

We are looking for a Certified Payroll Clerk to oversee the gathering, verification, and review of Certified Payrolls for Federal Construction Projects in compliance with Davis Bacon Act. This position will be responsible for collecting, reviewing, certifying, and submitting all government certified payroll report submissions in accordance with state/federal requirements.

A successful Certified Payroll Clerk will collaborate closely with employees and subcontractors to gather any important payment information or to answer any of their questions regarding their paychecks. The Certified Payroll Clerk will work carefully to calculate payroll information like taxes, deductions, bonuses, commissions and other payable hours. If any payroll issues or discrepancies occur, the Certified Payroll Clerk will investigate and resolve them.

Responsibilities

  • Experience with subcontractor's and owner operator s compliance, certified payroll tracking & auditing
  • Assist with Certified Payroll Reports, checking daily reports submitted by Subcontractors.
  • Maintain and track timely submissions (weekly) to government agencies
  • Verify documentation from subcontractors on our prevailing wage contracts (DAVIS BACON ACT)
  • Handles routine inquiries and concerns, review, certify and submit Subcontractor CPRs for timely submission
  • Conducts basic research to resolve / correct certified payroll problems
  • Compile data to validate accuracy before submission of payroll reports
  • Document Control – Management: Collect, File, and Archive file weekly Certified Payroll Reports including subcontractors
  • Track all documents and log: Certified Payroll Reports per each contract and subcontract
  • Work with LCP Tracker, Elation, e-Mars Certified Payroll, and eComply Solutions Systems
  • Work closely with USACE, NAVFAC, and Other Government Agencies (CLIENTS) requirements, inquiries and manage the monthly registration paperwork, filing, and retention of all necessary documentation
  • Work closely with Field Project Administrators creating a seamless workflow for documentation
  • Keep track of timely submission of Certified Payrolls for all US Jobs
  • Weekly Reports, communicate/document actions needed/taken to resolve issues for Certified Payrolls per Project
  • Research and resolve – Certified Payrolls pending Revisions or Corrections with Subcontractors
  • Maintain a strong relationship with vendors/subcontractors and internal customers
  • Assist Operations with other administrative duties & perform other related tasks, as assigned by Management
  • Perform all work in compliance with company ethics, safety and environmental policies

Qualifications

  • High School Diploma with 2-4 years of office experience
  • Associate s or Bachelor s Degree preferred
  • Certified Payroll Specialist (CPS) or Certified Payroll Professional (CPP) designation a plus.
  • Strong computer skills such as typing, system and software knowledge
  • Knowledge of wage withholding orders
  • Understanding Davis Bacon Act
  • Accurate data entry skills with great attention to detail
  • Excellent communication skills, both verbal and written, to communicate with employees regarding their issues and concerns
  • Good client service skills
  • Careful attention to detail and reliability of output
  • Highly motivated individual with strong organizational and time management skills
  • Being an effective team player
  • Sound decision-making skills
  • Ability to multitask in a stressful environment with specific deadlines
