Job description
This position is responsible for analyzing and defining solutions for Odyssey File and Serve (OFS), Attorney Information Systems (AIS), Maryland Judiciary Record Search Portal (Portal), Vendor Electronic Filing Service Provider (VEFSP), Landlord Tenant (LLT) Bulk Filing and Integrations system user technology solutions. Management of the applications entails: changes and new enhancement requests, new or changed configuration/functionality as required, evaluation and reporting of changes required by vendors/agencies; upgrades in integrated systems and daily application support. Support will include customer service for end users, troubleshooting, and testing of production issues. Regression testing of software releases and ad-hoc testing of reported system issues is required. Function as subject matter expert and facilitator for OFS/Portal/AIS/VEFSP/LLT/Integrations applications and provide training and oversight for attorneys, court employees and end users. Management of the applications for timely information delivery and accuracy of the information is critical to the administration of Maryland court records and the collaborative effort with justice partners to ensure access to justice.
Education: Associate Degree from an accredited college or university
Experience:
Level I – Three (3) years of experience in associating business needs with the use of systems.
Level II – Five (5) years of experience in associating business needs with the use of systems.
Note:
Professional work experience as defined above may be substituted on a year for year basis for up to two (2) years of the required education.

- Knowledge of and the ability to apply business analysis principles and best practices.

- Knowledge of court terminology, procedures, and functions as they relate to case management applications systems.
- Knowledge of web-based application program systems.
- Knowledge of Microsoft Office Tools.

- Skill in responding to, and resolving, user requirements, needs, issues, and questions.
- Skill in documenting necessary problem-solving techniques.
- Skill in testing fixes per users’ issues and vendor analysis.
- Skill in case management application processing and procedures or integrated applications system maintenance.
- Skill in interpersonal communication and customer service that must include the ability to work effectively with all levels of technical and non-technical staff, as well as all levels of management.
- Skill in analyzing and problem-solving, including an understanding of how to interpret customer business needs into application and operational requirements.
- Skill in time management and ability to adjust for conflicting priorities.
- Ability to interact professionally with a diverse group including executives, IT personnel, vendors, and subject matter experts.
- Ability to work independently, under the direction of the Application Support and Interoperability Manager and Supervisor, with subject matter experts, stakeholders, IT personnel, and internal/external customers.
- Ability to facilitate discussions with diverse groups.
- Ability to interpret Maryland Code and Statutes.
- Ability to translate business processes into technological solutions.
