Universal Consulting Services (UCS) is seeking a Business Process Specialist (BPS) Jr. to enhance operational support services for our Navy customer, OP&R Operations, Plans, and Readiness, OP&R, BUMED in Falls Church, Virginia. This position will join a team of administrative professionals supporting healthcare operations, healthcare policy planning and management, and integration and implementation of military healthcare related policies and programs. This successful candidate will analyze and optimize processes, with an understanding of technical problems and solutions as they relate to the current and future business environment. The BPS will create process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams, recommend, and facilitate quality improvement efforts.

Responsibilities for BPS (Tasker Manager – Directive/Policy Taskers):

  • Be proficient and knowledgeable in DOD, Navy Directives Management, and Naval Correspondence Management. Become familiarized with the business rules as set forth by BUMED policy.
  • Provide directive and policy support services for OP&R and its M-codes.
  • Become familiarized with the current authoritative correspondence management system, with the Organization Roster and the associated area of expertise.
  • Receive and assign tasking to the appropriate point of contact as dictated by guidance or subject matter expert (SME), and track all directive and policy related taskers. Assign taskers to appropriate subordinate OP&R M-code with subject responsibility or cognizance, coordinate across Navy Medicine and other Government agencies, monitor deadlines and engage with stakeholders from the appropriate codes and sub codes to ensure completion, and ensure appropriate formatting.
  • Ensure compliance with SECNAV correspondence policies (Navy Directives Management Manual and Naval Correspondence Manual) and regulations; ensure all applicable BUMED requirements and all procedural matters are followed to ensure timely staffing and leadership approval; ensure all documents are provided by the due date to ensure final product is completed to meet the identified requirement.
  • Actively monitor and track the request for feedback/review, publication, or revision of policy documents relevant to OP&R and its subcodes, and review/ crosswalk/ validate content for relevance to any policy
  • Collaborate with relevant Navy key stakeholders to provide recommendations to the government regarding Navy responses and/or subsequent actions and develop and route responses and/or formal decision packages to enable timely approval and submission of changes to publications to ensure that Naval health services support equities are noted.
  • Support OP&R and oversee policy directives that are in review by using prescribed tracking systems; provide recommendations to improve or expedite policy and doctrine approval.
  • Track all policy directives through their lifecycle ensure timely routing.
  • Assist OP&R staff codes to improve routing and completion of BUMED policy and directive updates in a timely and efficient manner.
  • Provide a list of all directive policies being monitored and tracked, to include completed milestones and risk for timely or delinquent completion, based on requirements.
  • Ensure all documentation and records have strict version control, are quickly retrievable, historically archived, and available to relevant M-codes, subcodes, and executive leaders; collaborate to review all current and historical files located in OP&R shared drives
  • Serve as the liaison between all OP&R M-codes and the Secretariat; ensure timely response to all actions; represent the OP&R M-codes for receipt of taskers and release request of taskers; the ADC and DADC are notified.
  • Maintain communication and coordination with the code ADC, DADC, Directors, and Action Officers to ensure tasker adjudication and completion. Serve as the main point of contact for communication for all directive and policy related matters.
  • Assist on procedural matters such as edit draft correspondence/material for accuracy of format, spelling and grammar; develop timelines for key presentations; and research/prepare official correspondence/ response to audits, Congressional and other high-level inquiries in final format in accordance with Government formats and guidelines, especially Naval Correspondence Manual). Assist OP&R and its M-codes with the consolidated input of DD818, creation of required electronic taskers and generate hardcopy correspondence packages for routing approval and signature.
  • Send out reminders of any upcoming tasker due dates.
  • Provide liaison support and coordinate with adhoc requests to ensure punctual and complete submission of assigned tasks
  • When needed, monitor calendars, schedule appointments, prepare read ahead material, and maintain up-to-date filing systems.
  • Complete daily/weekly reports as directed.
  • Assist the Project Manager with reporting project status and metrics, managing project plans, building highly quality deliverables.
  • Assist the Project Team with other tasks and assignments.
  • Maintain UCS and client relationship.

Requirements:

  • DoD SECRET CLEARANCE required or the ability to obtain a DoD Secret Clearance.
  • Bachelor’s degree required.
  • Highly proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook).
  • Familiarity with the Navy Directives Management Manual and the Naval Correspondence Manual strongly preferred.
  • Excellent skills in multitasking, prioritization and planning, schedule management, and the coordination of complex executive functions.
  • Strong collaboration and teamwork skills with the ability to work independently and in a team environment.
  • Possess strong editorial and writing skills and a keen understanding of different audiences.
  • Excellent verbal and communication skills. Ability to lead/participate in face to face meetings
  • Experience in a military health environment and an understanding of the military organization is preferred.
