POSITION: Birth & Beyond Neighborhood Navigator
SUMMARY: The Neighborhood Navigator (NN) acts as a communication and trust bridge between the family, the neighborhood and service providers. They represent the African American community and embrace the culture towards building the neighborhood one family at a time. The Neighborhood Navigator, under the direct supervision of the Team Leader (or designee), provides culturally appropriate advocacy, family development and strengthening services for African American families. The NN recognizes that each family comes from their own family history/experience and tailors service to the needs of each family’s culture as identified by the family. They provide culturally appropriate advocacy, family development and strengthening services for African American families. The NN impacts the lives of African American families involved in services to result in better outcomes for African American children and families. The NN models success and stability and encourages families to embrace skills that will improve their lives. The NN exemplifies a true example of resilience for others to follow encouraging bonafide systemic change for those who need it most and empower the next generation. Services are intended to increase accord, improve communication, and increase family inclusion and parental participation in services. The NN will identify families in need, address barriers, provide a safe culturally responsive space and support navigation of services that match participant needs using an evidence-based empowerment model to increase self-advocacy and self-sufficiency.
The NN provides support for identified families in order to achieve optimal outcomes for child and family safety. The NN acts as a cultural guide in order to decrease misinterpretation and cultural misunderstandings between the family and schools, the judicial system and CBOs. The NN serves as a cultural resource, is aware of neighborhood resources, and provides information about access to them. The NN networks with African American thought leaders and neighborhood members to create partnership, establishing networks and supporting neighborhood resilience. Acts as a support and advocate for community voice. All duties will be performed within a trauma informed, strength based and culturally responsive context.
MAJOR DUTIES AND RESPONSIBILITES:
1. (45%) Joint emergency and non-emergency service response
- Connects with Community Incubator Leads and Cultural Brokers if/when needed as determined by participant.
- Act as a cultural guide to decrease the likelihood of cultural misunderstandings.
- Complete a family assessment tool as assigned to develop a list of strengths and areas of concern to develop a plan.
- Create a family empowerment plan based on the priority needs identified by the family in collaboration with the Home Visitor/Family Resource Aide.
- In collaboration with the FRC Intervention Specialist, maintain an up to date directory of community resources to support the family in identifying resources and services appropriate to the family need.
- Assures culturally congruent service planning and service delivery through participation at designated decision-making meetings such as, Multi-Disciplinary Resource Team meeting, case staffing, family conferences, court hearings and other planning meetings requested by the family.
2. (35%) Ongoing services
- Update family assessments as assigned and record family progress and utilization of resources.
- Provide home visitation services to assess status of family and provide support.
- Link family to crisis intervention services and work collaboratively to assist family when crisis situations arise.
- Support family in understanding school, judicial or institutional processes.
- Providing cultural interpretations in order to decrease the likelihood of cultural misunderstandings in meetings; TDM, family meetings, school meetings, Multidisciplinary Resource Team Meetings, and other meetings as requested by the family.
3. (20%) Meetings and Other Duties
- Participate in Multi-Disciplinary Resource Team Meetings as scheduled
- Attend weekly supervision meetings.
- Attend required trainings provided by the Child Abuse Prevention Center and Lead Agencies.
- Provide transportation support to assist families to attend meetings and support services as needed.
- Submit accurate data in a timely manner as required by Birth & Beyond Policy and Procedures.
- Model nurturing attitudes and behaviors in all contact with program participants and teammates.
- Ensure the physical and emotional health, safety, and wellbeing of the infants/children by reporting relevant observations to the child welfare social worker.
- Maintain a safe, clean, and enriching work environment for families and staff.
- Perform other duties as assigned.
EDUCATION/EXPERIENCE REQUIREMENTS:
- A high school diploma or general education degree (GED) is required.
- Bachelor’s level or Master’s level worker preferred or a paraprofessional with extensive community and child welfare related experience is required.
- Knowledge and understanding of the values, beliefs, and practices of cultural groups within diverse communities is required.
QUALIFICATIONS:
- Must be able to read, write, speak and understand the English language.
- Possess exceptional mediation skills.
- Ability to be culturally sensitive.
- Ability to establish and maintain appropriate boundaries with families as established by the lead agency.
- Ability to develop and sustain partnerships and collaborations with schools, churches, and other community agencies.
- Ability to serve as a catalyst for change by modeling and mentoring behavioral change, which can break down bias, prejudice, and other institutional barriers that exist.
- Knowledge of child abuse issues.
- Knowledge of child development and behavior.
- Knowledge of family dynamics.

- Knowledge of local cultures.
- Skill to communicate effectively in written and oral form.

- Knowledge of Microsoft Word/Outlook.
- Able to deal with stressful situations.
- Must be available to work a flexible schedule, which may include evening, night, holidays, or weekend shifts.
- Driving is an essential function of this job, and as such, employees in this position must possess a valid California Drivers License, a reliable automobile and auto insurance.
- Must possess a valid driver’s license with a clean DMV record with no more than four driving violations and free of DUI or DWI convictions for the last 5 years.
- Must be at least 21 years of age.
- Must be able to meet the Background Clearance standards of First 5 Sacramento and lead agency, physical abilities, and substance abuse testing.
- Must reflect those who reside in the identified service neighborhoods identified in contract with First 5 Sacramento.
