Billing Specialist
The RAND Corporation seeks a qualified Billing Specialist to work in our Billing & Financial Reporting group within our Finance organization. The successful candidate will be responsible for issuing timely invoices and monitoring cash collections across a diverse portfolio of awards (contracts or grants) issued by private or government institutions. This position also engages and works directly to improve the processes of the collection department for the organization.
Job Responsibilities include, but are not limited to:

Responsible for processing and monitoring bi-monthly and monthly payment operations

Autonomous processing of outstanding revenue to be billed in accordance with the award’s (contract or grant) terms and conditions

Execute various cost type awards such as but not limited to: Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Time and Material (T&M), or Intergovernmental Personnel Act (IPA) agreements

Ensuring consistency and first pass accuracy on client deliverables

Preparing billing packages to substantiate invoice cost elements and digitally route & track final packages for approval via DocuSign

Track award performance from inception to final delivery based off client deliverable schedules to ensure timely contract closeout

Verify invoices are paid by clients by monitoring aging reports and developing collections remediation strategies

Maintain training materials, standard operating procedures, and desktop instructions to facilitate cross training and limit single point failures

Adhere to internal controls to mitigate risk
Qualifications

Comfortable dealing with numbers and the processing of financial information

Proficient in Microsoft Office applications such as: MS Excel, MS Word, MS Outlook, MS PowerPoint, MS Access

Excellent written and verbal communication skills

Ability to interpret and comprehend a negotiated agreement
- Minimum of 1 year of relevant experience
Education / Experience
High School Diploma or GED equivalent required.
AS/AA degree preferred
Location
Santa Monica (hybrid schedule)
Note: Anticipated hire date in March 2023
Salary Range
$49,900 – $72,300
