SUMMARY OF RESPONSIBILITIES : This class is responsible for performing analytical and technical functions related to the full realm of utility billing activities within the Customer Billing and Collections Support Department. Responsibilities include but are not limited to; compiling/inputting/retrieving/analyzing data; correcting customer accounts within multiple systems; responding to technical/procedural questions; auditing various records/reports; designing/producing data/information via computer spreadsheets, analyzing data relating to the billing and collections of revenue; investigating discrepancies, taking corrective action as directed; Compiling/inputting/retrieving/verifying utility customer data/information; generating/submitting accurate complete reports in acceptable time lines; Work is performed utilizing PWC utility billing systems, meter data management systems and other computer programs; Operating under general supervision of the Customer Accounts Billing Supervisor, work is performed in accordance with established policies and procedures. Perform related work as required.

EQUIPMENT OPERATED: Computer, calculator, communication, and other equipment, as required .

FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of safety rules/procedures, as applicable; thorough knowledge of PWC utility billing/policies/processes/procedures; good knowledge of office practices/procedures; skilled in using computer software applications relevant to utility billing, ability to organize/analyze data/records to support utility billing system; ability to perform complex mathematical computations accurately; ability to compute bills using authorized rate schedules; ability to research, plan, and prioritize work; ability to prepare and maintain reports and records; ability to respond to multiple projects in acceptable time lines; ability to communicate effectively, both orally and in writing; ability to maintain effective working relationships with customers, the general public, all levels of employees, officials, and contractors.

MINIMUM QUALIFICATIONS: (either)

(A) Graduation from an accredited four (4) year college or technical institute with a degree/certification in accounting, business or related field and a minimum of two (2) year of progressive experience, OR

(B) Graduation from a two (2) year accredited college or technical school with a degree/certification in business, accounting, financial technology or related field and a minimum of six (6) years of progressively responsible fiscal or accounting experience OR

(C) An equivalent combination of education, training, and experience as defined in (A) and (B) above.

PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.

SAFETY HAZARDS: Minimal.

PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
