We’re seeking a visionary leader who champions our values of leading with race by advancing behavioral health equity initiatives to join our team as the
Behavioral Health Division Director
who has expertise guiding and supporting the general public, community leaders, outside agencies, and elected officials. As the Behavioral Health Director, you will be responsible for leading, planning, directing, and managing the functions and operations of one of the county's largest and most complex divisions. This includes serving on state and executive level committees, acting as a liaison with other Health Department divisions, county departments, elected officials and staff, state administrators, executive staff for contractors and outside community agencies, community residents, and the media.
In this position, your role will involve working closely with other Behavioral Health Managers to focus services towards recovery and best practices in all funded services, with a continuous commitment to improving the behavioral health system. You will also be responsible for determining policy, program priorities, procurement, contracting practices, and utilization of resources. Monitoring the various business and clinical aspects of the division's programs through data and reports will be key to making informed recommendations for budgeting and fiscal stewardship. Overall, this is a highly challenging and rewarding leadership position that requires strong organizational, communication, and interpersonal skills, as well as a deep commitment to improving the behavioral health system and services for the community.

As the Behavioral Health Division Director other duties will include:
Strategic Executive Leadership and Direction

Provides overall executive level leadership and strategic direction of the County's Behavioral Health Division (BHD); partners with the County Chair and Health Department Director in this objective.

Understands the County's BHD is an administrative, technical, fiscal, and clinically complex behavioral health delivery system, with 3 sites, approximately 300 FTE and $100M budget, (largest BHD in the state).

Incumbent sets policy direction, in alignment with Health Department strategic plan, and assures policies are implemented consistently throughout BHD.

Oversees work units responsible for clinical services, Care Coordination and regulatory functions of a Local Mental Health Authority.

Maintains constant awareness of updates in local, state and federal mandates and policy changes.

Develops strategies for the division related to personnel administration, recruitment and retention, providing timely employee PPRs, and training.

Works in collaboration with human resources and labor relations to review and address personnel actions.

Develops and monitors administrative controls to identify and mitigate fiscal, legal, strategic, and contractual and personnel risk and liability for the division and contracted providers.

Provides leadership and consensus building and collaboration on a broad range of complex issues with a variety of participants, stakeholders, subordinates and executive management.
Internal and External Relationships
-
This position must develop, foster and maintain positive and professional relationships with the public, Elected Officials, Community Leaders, Board Relations and County Commissioners.
-
Develops and maintains effective relationships with County Departments, business and community leaders, federal agencies, City/State Agencies, Coordinated Care Organizations, local health care systems (such as Providence, Legacy, OHSU), and other Safety Net providers.

Addresses professional organizations and public groups to advocate and explain policy and the needs of clients served by the BHD.

Maintains constructive media relations as key contact for BHD programs/services.

Keeps Health Department Director fully informed of BHD's performance.

Ensures representation on all appropriate State, County, and allied agency committees and councils.

Maintains a collaborative relationship with allied agencies and other County departments providing care for residents of Multnomah County.

Prepares reports, correspondence and materials in preparation for various boards, task forces and committees.
Quality Excellence in Health Center Service Delivery
-
Leads establishment of strategic BHD quality strategic goals and objectives, quality improvement; oversees development of policies and procedures; BHD quality plan, organizes, develops and directs quality program; monitors progress, assessing the results to ensure that funding/contracting requirements are being met.

Allocates resources for greater service group effectiveness and efficiency; including location of services to best meet needs of changing demographics and highly diverse patient populations.

Ensures that the BHD management team remains current on changes in laws and policies that affect services provided.
Financial Management, Leadership, and Development
-
Fully responsible for diverse and complex financial management of BHD.

This includes Medicaid and Commercial Insurance revenue projections, as well as federal/private grant revenues and county general fund.

Oversees budget development, submission and approval; implementation and monitoring; and objective and goal settings for programs within BHD.

Recommends BHD budget to the County Chair (or delegate) and Department Director.

Solicits feedback and presents BHD budget to the Board of County Commissioners and other stakeholders, to include addressing funding concerns and answering of questions to provide full and transparent information.

Sets priorities among various manager/program resource requests, monitors revenue and expenditure trends, understands unique revenue drivers for BHD, provides information to County Chair (or delegate), BCC, Health Department Director and/or other stakeholders.
Policy and Program Development
-
Develops and plans county behavioral health services based on changing demographics and funding in the community.

Maintains working knowledge of most current state and federal legislative mandates, Center for Medicare and Medicaid regulations.

Designs and implements changes in the systems of care Department Director and program management based on data analysis and needs of population's services.

Determines program area policy by analyzing pertinent issues, assessing the impact on provision of services and resources necessary to implement change.

Directs the administration and development of program areas through review of reports, data and consultation with assigned managers.

Participates in formal review, auditing and evaluation of contracted services and internal programs.
-
Establishes reporting relationships and administrative controls over program operations to ensure efficiency, compliance with established policies, division objectives, program priorities, applicable laws, rules and regulations.

Minimum Qualifications/Transferable Skills*:
Education/Training: Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP-C) credentialing requirements as required by Oregon Administrative Rules (
OARs

Graduate degree in psychology.

Graduate degree in social work.

Graduate degree in a behavioral science field.
Experience/Certification: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. Clinical supervisors/managers in mental health programs shall meet QMHP- C requirements and have completed two (2) years of post-graduate clinical experience in a mental health treatment setting.

The Organization
