CITY OF HIGHLAND

ASSISTANT PLANNER

JOB SUMMARY

To perform professional level work in the field of current and advanced planning; to conduct special projects and research as assigned and to prepare reports and recommendations relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Assistant-Planner - This is the entry level class in the Planner series. This class is distinguished from the Associate Planner by the performance of more routine professional tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to procedures and guidelines as are positions allocated to the Associate level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under general supervision while learning job tasks.

SUPERVISION RECEIVED AND EXERCISED

1. Receives general supervision from the City Planner.

2. May exercise technical and functional over part-time employees and volunteers.

TYPICAL DUTIES - Typical duties may include, but are not limited to, the following:

1. Receive telephone calls; prepare correspondence to general public; assist and direct the public to appropriate staff member or department, provide information regarding department policies and procedures.

2. Perform professional level work in the field of current and advanced planning, zoning, redevelopment, housing and economic development, historical preservation, and design review.

3. Gather and maintain demographic data and other related statistics.

4. Research, analyze, and interpret social, economic, population and land use data and trends.

5. Compile information and make recommendations on special studies; prepare technical and complex reports.

6. Make presentations to the City Council, Redevelopment Agency, and Planning Commission, developers, community groups and outside agencies.

7. Review development proposals and other requests made to the Community Development Department for conformance with appropriate regulations; prepare reports of recommendations.

8. Check commercial, industrial, and residential development plans for issuance of zone clearance; process permit applications.

9. Confer with and advise architects, builders, attorneys, contactors, engineers, the general public, and committees regarding City development policies and standards.

10. Prepare staff reports and graphic displays.

11. Research and draft ordinances and resolutions for review.

12. Plan and direct on-going special projects for activities such as graffiti abatement, housing assistance, redevelopment, and economic development programs.

13. Build and maintain positive working relationships with co-worker, other City employees and the public using principles of good customer service. Perform related duties as assigned.

QUALIFICATIONS

Assistant Planner - Knowledge of:

1. Principles and practices of planning.

2. Research and investigation procedures.

3. Drafting and graphic presentations.

4. Statistical and research methods as applied to the collection, analysis, and presentation of planning data.

Ability to:

1. On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.

2. Sit at desk for long periods of time on a continuous basis; perform simple grasping and fine manipulation; and lift or carry weight of 10 pounds or less.

3. Demonstrate tact and diplomacy with the public.

4. Prepare reports and graphic presentations.

5. Prepare accurate maps, plans, charts, and tables.

6. Learn applicable environmental laws and regulations.

7. Analyze and compile technical and statistical information and prepare reports.

8. Use word processing equipment.

9. Establish and maintain effective work relationships with those contacted in the course of work.

10. Communicate clearly and concisely, both orally and in writing.

Experience and Training:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

1. Experience: Some professional level practical planning experience such as internship training or experience in a technical planning position is desired.

2. Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban planning or a closely related field.

License or Certificate:

Possession of, or ability to obtain, a California driver's license.

Salary Range: $5,565 - $6,764 per month

Work Schedule: 9/80 Work Schedule

Cafeteria Plan: $1,450 per month toward health/dental/vision insurance premiums

Vacation/Sick Leave: 80 Hours of accrued vacation within first year; 8 hours per month of sick leave with a maximum of 1,250 Hours

Holidays: 27 Hours of Floating Holiday per year; 9 paid City Holidays

Retirement:

Retirement benefits are provided through the California Public Employees’ Retirement System (CalPERS); 2% @ 55 for (classic) CalPERS members, with the City paying the member contribution; 2% @ 62 for (new) CalPERS members, with the employee paying the member contribution. The distinction between “classic” and “new” is pursuant to State pension reform legislation (PEPRA).

The passing of a pre-placement physical will be performed as a condition of employment. A DMV background check and fingerprinting will also be performed.
