GENERAL DESCRIPTION

The Assistant Export Compliance Officer will assist the Export Compliance Officer in execution of the trade compliance program, to include providing oversight on all company activities that relate to any controlled equipment or technology, working closely with business units to ensure internal controls are met, and providing training tailored to the level of interaction with export regulations. The Assistant Export Compliance Officer will help identify risk areas and implement or improve policies and training to ensure robust compliance.


DUTIES & RESPONSIBILITIES

  • General working knowledge of the Department of State and Department of Commerce export regulations, including: the ITAR (International Traffic in Arms Regulations – 22 CFR §120 – 130) and the EAR (Export Administration Regulations – 15 CFR §730-744), Arms Export Control Act 22 USC §2778, Documentation for Regulated Goods, and other applicable government regulations
  • Assist the Export Compliance Team with licensing documentation / management
  • Assist in tracking communications to/from DDTC and BIS with respect to prospective, pending, or existing export licenses and other authorizations, as well as downloading approved cases and/or RWA’s from DECCS and SNAP-R
  • Help maintain an Export Compliance Plan as per instructions by the Export Compliance Officers
  • Assist in tracking and decrementing all exports/imports
  • Help screen all third parties to include suppliers, vendors, consignees and freight forwarders against all denied parties lists
  • Aid the Export Compliance Team in adhering to all ITAR and EAR recordkeeping requirements
  • Assist in regular internal audits relative to all current authorizations to ensure coverage and adherence
  • Help the Export Compliance Team to Execute, sustain and enhance the company’s Export Compliance program.
  • Other duties as assigned

REQUIREMENTS

  • Basic familiarity with U.S. export control regulations under the ITAR and the EAR
  • Ability to interpret and understand complex regulatory documents and compliance requirements
  • Strong organizational skills with demonstrated experience managing multiple deadlines
  • Excellent verbal and written communication skills
  • Light travel, less than 10%

PREFERRED REQUIREMENTS

  • Experience with trade compliance laws, regulations and operations
  • Agreement/license management experience
  • Product classification experience
  • Hardware and software export experience
  • Experience drafting, submitting and administrating export agreements (TAA's) and licenses (DSP-5's and DSP-73's)
  • Proficient in export IT applications including DECCS and SNAP-R
  • Process Improvement experience (e.g., Six Sigma Green Belt)
  • Technical understanding of software develop concepts (especially simulation software)
  • Technical understanding of military systems and technology identified in USML IX and XI
  • Experience using EASE compliance software
  • Familiarity with relevant UK and Australia foreign export control regulations involving ITAR controlled products
  • Project management experience
  • Experience with technical concepts
  • Simulation software experience
  • Audit and/or investigation experience
  • Training development and administering experience
  • Experience working with defense companies
  • Bachelor’s degree
  • U.S. Person possessing a DoD SECRET security clearance or be able to obtain one.
